Old computer died, I am trying to restore my pictures from a Windows Backup

My old computer overheated to the point that the D: drive, where I kept my data, virtually melted.  Fortunately, I am religious about backups, so I had a local computer shop install a new D: drive and restored most of my data from a backup on an external hard drive.  Unfortunately, that drive also failed - the local computer shop was able to get some data off of it, but none of my pictures.  I had a fairly recent backup that did include all my picture files (created with Windows Backup and Restore).
I was able to find the Catalog folder and restored it to the default location (C:/Program Data/Adobe/Elements Organizer/Catalogs).  The Organizer does find that catalog.  It contains 2 folders (BreezeData, which contains 422 files in the format breeze-1.xml and a file named BreezeSession.dat) and (syncdb, which contains only a file named .pref).  It also contains the following files:  backupCt.dat, catalog.pse9db, collstatus.dat, face.thumb.9.cache, itemData.mk4, tagstatus.dat, and thumb.5.cache.  However, none of my tags appear in the Organizer.  I have tried repairing the catalog, got the message that there was nothing to repair, and clicked on "repair it anyway", which didn't improve the situation.
Is there another file I need to find and restore to make this work properly?
I have restored some of my actual picture files to the same location and file structure they were in on the old computer.  However, PSE 9 can't find them.  I have tried "reconnecting" files, and get the message that there are no files to reconnect.  If I "import" the files to the Organizer, I lose all of my version sets (and I have a lot of them).  I realize I can stack the original and edited versions of the same picture, but the Editor does not recognize them as versions.  In addition, I lose all my tags.
Is there any way to get the pictures back into the Organizer without losing the version sets and tags?  The Organizer does find the captions i have assigned.
I have already purchased PSE 12, but I thought I would have greater success if I got PSE 9 properly restored, then did the upgrade.
Any help would be appreciated.

This isn't really a reply, just an update.
I was finally able to fix the problem!  I uninstalled PSE 9 (I should have used Revo Uninstaller, but I forgot to do that, I just used the Control Panel, Programs & Features, Uninstall a Program.)  I then went into the ProgramData directory and removed everything that appeared to relate to Adobe PSE, including the Catalog folder (there was a lot of it).  I restarted the computer and re-installed PSE 9 (I had already recovered all the picture files using Backup and Restore).  This time, when I did Reconnect, All Missing Files, the program itself found almost everything!  I still had a little bit of cleanup to do (mostly duplicates), and I have to re-transfer all of the pictures I have taken with both of my cameras since the backup just before this disaster occurred, but at least I have (I think) recovered the majority of 7 years of photographs.  I noticed while I was doing the cleanup that not every filename (I just leave the IMG_#### assigned by the camera) was there, but I am assuming the missing filename numbers are photos that I either deleted or moved to a folder I call "Trash" for photos that are going to take a lot more time to fix than I have immediately - if they can be fixed at all.
The recovered photos retain the version sets and tags that were originally assigned!
Having been through this, I would encourage everyone to backup their files regularly, and don't forget the directory where the catalog file is stored!  If the catalog file is lost, you are toast!
If anyone has a similar problem, feel free to let me know and I will try to help with a more detailed explanation.
For what it's worth, Adobe was of no help (fortunately we got disconnected before I gave them my credit card number for the $39.99 they wanted to even talk to me about the problem).  Similarly, I have successfully used JustAnswer.com for other complicated problems where HP (the destroyed computer) or Dell (my new computer) couldn't help, but they were unable to help with this problem.
I think I have a little more work to do, including loading my recent pictures, but I plan to start on converting the recovered files to PSE 12 soon.

    Check the console app to see if there are any error messages. I had one app showing an issue (Pet Hotel) the error was (truncated):

    I manually snyc'ed that particular app and then re-ran the restore and am now the proud owner of a working iphone. Not sure it is the same problem or app but looking in the console was the key!

    My old computer died, but I do have a set of itunes backup discs.  I've downloaded iTunes to my new laptop, but when i put in my back up discs, it shows the music, but doesn't transfer it into my music library.
    I can't find anywhere in itunes to "restore from backup discs".  When I plugged in my iphone, it asked me if i wanted to erase the music on my phone and sync to the new emplty library.  NOOOO

    Apple states that it keeps your last 3 iCloud backups, which would only go back a few days if you back up daily.  Also, apps are not stored in the backup, only your app data is.  The backup simply notes which apps were on your phone when it was backed up, then downloads them from the App store when you restore the backup.  If the app is no longer available in the App store, it will not be restored to the phone when you restore the backup.

    Find the location of iTunes Media folder from Advanced tab in iTunes' Preferences on your computer. Then copy the music from the Norton backup to the iTunes Media folder on the computer.

    And that's exactly the problem, because everyone should have their own account for iCloud. You can share an Apple ID for iTunes & App Store purchases, but you shouldn't do that for iCloud (Mail, Calendar, Contacts etc. ... ...and Photos). The problem of using the same account together could mean that only your dad's photos were stored.

    I recently upgraded to a MacBook Pro and I back it up with the same Time Machine ext. hard drive that backed up my previous MacBook. 
    I'm trying to restore some pictures from my old MacBook backup, is there a way to access the MacBook backup on my MacBook Pro to do this?
    I tried playing around with Time Machine but the Pictures folder it displayed had a red minus on it and couldnt be opned.

    Hold down the option key and select Browse Other Backup Disks from the Time Machine menu. Select the MacBook in the list that appears. You may get an error message that you don't have permission to access the files. In that case, proceed as follows.
    Turn Time Machine OFF temporarily in its preference pane. Leave the window open.
    Navigate in the Finder to your backup disk, and then to the folder named "Backups.backupdb" at the top level of the volume. If you back up over a network, you'll first have to mount the disk image file containing your backups by double-clicking it. Descend into the folder until you see the snapshots, which are represented by folders with a name that begins with the date of the snapshot. Find the one you want to restore from. There's a link named "Latest" representing the most recent snapshot. Use that one, if possible. Otherwise, you'll have to remember the date of the snapshot you choose.
    Inside the snapshot folder is a folder hierarchy like the one on the source disk. Find one of the items you can't restore and select it. Open the Info dialog for the selected item. In the Sharing & Permissions section, you may see an entry in the access list that shows "Fetching…" in the Name column. If so, click the lock icon in the lower right corner of the dialog and authenticate. Then delete the "Fetching…" item from the access list. Give yourself read access if you don't already have it. Click the gear icon below the list and select Apply to enclosed items from the popup menu.
    Now you should be able either to copy the item in the Finder or to restore it in the time-travel view. If you use the time-travel view, be sure to select the snapshot you just modified. If successful, repeat the operation with the other items you were unable to restore. You can select multiple items in the Finder and open a single Info dialog for all of them by pressing the key combination option-command-I.
    When you're done, turn TM back ON and close its preference pane.

    It does not seem likely that CS6 was upgraded from version 10.  You might want to check your purchase history in your Adobe account to see if there is some missing link in the chain of purchases you made.

    Restore computer from backup, then you shall have same iTunes library ID and be able to sync.
    No backup? This is worse, your options include:
    - If your music was bought from iTunes, this is no worry. iTunes will fetch them from cloud.
    - If you ripped your CDs, you'd need to re-rip them.
    - If you downloaded your music elsewhere, you'd need to repeat the process.
    If you must grab remaining music off your iPhone, there are some paid software tools exist to do this.
    You may have a  look at trying Ubuntu that used to have some tricks to do that (free). Just run a live CD or off USB stick, do not install.

    1). Connect your iPod to your new computer.     For everything else (music from CDs, other downloads and including iTunes purchases) there are a number of third party utilities that you can use to retrieve the music files and playlists from your iPod.     There's also a manual method of copying songs from your iPod to a Mac or PC. The procedure is a bit involved and won't recover playlists but if you're interested it's available on page 2 at this link: Copying Content from your iPod to your Computer - The Definitive Guide
    4). Whichever of these retrieval methods you choose, keep your iPod in manual mode until you have reloaded your iTunes and you are happy with your playlists etc then it will be safe to return it auto-sync.
    5). I would also advise that you get yourself an external hard drive and back your stuff up, relying on an iPod as your sole backup is not a good idea and external drives are comparatively inexpensive these days, you can get loads of storage for a reasonable outlay: Back up your iTunes library by copying to an external hard drive

    My old computer died and I have just purchased a new one.  I have been trying to sync all of my apple devices to the new computer, but I am concerned with the error message I am getting.  It says:
    "The IPhone "XXXX Iphone" is synced with another Itunes library on "XXXXX-PC".  Do you want to erase this IPhone and sync with this ITunes library?"
    "An IPhone can be synced with only one ITUNES library at a time.  Erasing and syncing replaces the contents of this IPhone with the contents of the ITunes library." 
    I don't want to lose any of the data on my IPhone, my IPad, the kids IPod Touches, etc...  How can I make this computer my new PC for my ITunes library without losing all of my info?  There has to be a way as I can't believe you have to lose all of your devices information, pics, videos just because your home computer has to be replaced.  Any help or guidance would be greatly appreciated.  Thank you very much!

    It should be a matter of restoring the ITunes folder from the backup of \Users\<User>\Music into your current user's music folder.

    You restore the media to your new computer using the backup you made of your old computer before it died. You did backup your computer, right?
