On my iPad mini, I tried turning off cellular data for specific apps, but when I exit the settings, they're automatically turned back on. This is ridiculous because I can't turn the Cellular data on without it CONSUMING my 1% of remaining data

I'm almost out of data and I really can't afford to lose what I have left.

Did you get anywhere with this? I'm considering wiping it and setting it up as a new device.
