I don't think common operating systems have an easy way to do that check.
If you have a limited number of files, implement access control yourself, instead of using operating system permissions. E.g. write a configuration file that contains:
# Syntax: "filename": "list of users who can access that file"
somefile.txt: fred, alice, bob
somedir/anotherfile.txt: bob, joe
Read in the configuration file and check against it when a file is being requested.

got a new laptop and need to transfer two usernames to it, complete with all documents help?

Assuming you haven't already set up a user, the easiest way is to use the Setup Assistant during first boot of the new Mac, with the two Macs connected by firewire.
You'll be prompted to migrate from a choice of sources - choose "from another Mac", select the catagories of data you want to transfer and follow the instructions.

In my application (oracle forms application developed in-house - We are using Oracle Forms 11gR2 with WebLogic 10.3.5 ), i want to use "application user" instead of database user.
I have an application users table, actually, i have database users,and of course, menu application works with database roles (It was developed with oracle forms menu module), my question is, How i can associate my application user with database role, for reusing oracle forms menu funcionality?. It's possible?

You can do this by assigning the role functionality to the application user. For example
create the table to enter user name.
create table to enter group name.
create table to assign user to group.
assign role to group.
assign functionality for the user by coding.

If you have only one account, then your admin password is your user password. If you use another account that is not an admin account, then log into your admin account from which you can change the password on your user account.

If you have applications that were originally downloaded from a different Apple ID, you would need to sign out of the current Apple ID and sign in to the Apple ID that was used originally to download the application. in order to be able to see the package spec as well as the body in the schema browser of the tool you are using, you will have to grant
EXECUTE ANY PROCEDURE
to that user.
beaware of the consequences of granting this privledge to the user though.

How do you handle change in user names if folks get married or divorced

If an application is using the apex authentication scheme, how do you handle change in user names if folks get married or divorced. The reason I ask the question is that all of apex uses v('app_user'), which is the user_name. If I have transactions done by this user and then their name changes, which means so does their id, how do I get all of their transactions, before and after the name change. Traditionally I would expect to use user_id, not sure if this feature is still available. I can always create a custom auth scheme, but that is a lot of additional work. Any ideas?

Appreciate your help and time Jari, below is my game plan, unless someone has a better idea,
I plan on doing the following to use user_id for auditing of transaction records:
1. Get the user_id to use in the tables audit trail fields
user_id := apex_util.get_user_id(v('app_user'));
OR
user_id := apex_util.get_current_user_id;
2. If a user changes their name then use
apex_util.set_last_name(p_user_id, p_new_lastname);
apex_util.set_username(p_userid, p_new_username);
