Question

I have a skype number and when I call a cell phone, a 000 000 or funny number appear on the cell phone of the receiver. How to set it up so the receiver will see the skype phone number

If your Online Number is from one of the following countries (Chile, Denmark, Estonia, Hong Kong, Poland, Sweden, the UK and the US), you can use it as your "Caller ID" number when calling telephones from your Skype account.  Log into your account using the "Account" link at the top of this page, and you will see (among other items) your current Caller ID Settings.  Click on the link to change that, and go from there.
If your Online Number is not from one of those countries,  you won't be able to use it this way.  For the other countries, it can be either local/national regulations, limitations from Skype's partner that provides the Online Number service in a particular country, or some combination of those two possibilities.  You can use a mobile number that goes through a two-step process where Skype sends SMS messages to the phone (this requires a small amount of Skype Credit, in order to send those SMS messages).  Mobile numbers from Japan and Mexico can't be used this way.
