Open button not visible in download file dialog box

Hi,
I am using weblogic portal 10.2 and written following code in my page flow controller but open button is not available on file download dialog box. Whereas if i try the same approach in jsp it show correctly. Any quick would be highly appreciated:
response.setHeader("Content-Disposition", "attachment; filename=" + materialid+".pdf");
                    getResponse().setContentType("APPLICATION/OCTET-STREAM");
                    DataOutput dataOutput = new DataOutputStream(getResponse().getOutputStream());
                    getResponse().setContentLength(bufferExtractedFromXML.length);
                    for(int i = 0; i < bufferExtractedFromXML.length; i++)
                         dataOutput.writeByte(bufferExtractedFromXML);

How is the pageflow being called? (i.e. are you calling it as part of a Portal or directly). Also using a browser tool check the headers you get.
And really if you sending a PDF file then you mime type should not be Application-OctetStream.
