Open in adobe reader option doesn't appear

I am unable to open PDFs in safari on my iPad air. I have the most recent version of Adobe reader installed and am using iOS 8. When I click on the "open in" option, nothing happens. There is no "open in adobe reader" option that appears.

I can open the PDF document (http://www.state.tn.us/education/licensing/docs/EOC_Information_Sheet.pdf) in Safari on my iPhones and iPads without any problems.
I am afraid that it is a Safari or iOS network connection problem with your iPad.  Adobe Reader for iOS is not the app fetching PDF documents for Safari for iOS.
What is the iOS version on your iPad?
Is your Internet connection relatively slow or sporadic by any chance?  Can you find a faster Wi-Fi connection at a different location to see if Safari fully loads a PDF document?
You may be able to find similar problems in the Apple Support forum for iPad.

If the problem still persists, I'd recommend using (a) a different web browser (e.g. Google Chrome) on your iPad or (b) a Mac or Windows desktop computer to view PDF documents.

    What is "Adobe XI" - Reader, or Acrobat?
    But either way, 'Save as Adobe PDF' is a Word function, independent of what Adobe software you have installed.

    Since upgrading from Reader 8 to Reader 9, Windows XP users are no longer able to right-click 1 or more PDF files from Windows Explorer and choose either "Print" or "Open with Adobe Reader...". Those options are no longer listed in the right-click menu. We have experienced this on several computers.  I downgraded a PC to Reader 8, and these options re-appeared, then disappeared again when I upgraded back to Reader 9.

    Could you tell me which version of Reader 9 you are installing?

    Try tapping the pdf and pressing "open in". This should allow you to open your pdf in reader. Let me know if this does not work for you.

    It sounds as if you downloaded Adobe Acrobat Pro. If you did, uninstall it. Then repair Adobe Reader.
    The free Acrobat account has no connection to any of this.

    Version of Reader? OS?  Can you open reader by double-clicking on its icon? Can you open reader by double-clicking on a pdf file? What programs are trying to open reader? Some programs might be restricting your ability to view pdf files using the Reader plug-in due to security concerns. If this is the case you need to find out how to enable the plug-in in the case of each application.

    Which app did you start with?  Apple Mail, Safari, iBooks or something else?
    Is a PDF document already open in other app?  If so, you can tap the PDF document to display a toolbar in the app.  Do you see the icon like this in the toolbar?
    You can tap the icon to open a popup then tap "Open in..." or "Open in Adobe Reader".  You may need to scroll to the right to find the red icon with "Open in Adobe Reader".
    In Safari, tap "Open in..." (blue text) in the top toolbar, instead.
    If you see something else on the screen, please let us know the name of the app.

    I had a problem when I tried to copy some selected text on a pdf file([Linux.System.Programming(2nd,2013.5)].Robert.Love.文字版.pdf) , which was opened in Adobe Reader XI as below (non-English version):
    The error's text could be primarily translated as "An error occured when copied to clipboard. Internal Error." I'm not sure about the reason of this. I guess it is a problem or bug related to operating system or Adobe Reader XI. I had this problem when I used other versions of Adobe Reader though I cannot remember the exact number of versions now.
    The version of XI I'm using is 11.0.0.  The operating system is XP SP3.
    As I was writing this question, the problem disappeared and I cannot reproduce it again now.
    Could anyone help explain why the error message appearred or why the problem disappearred? If there is referrence provided, that would be finer. Thank you.

    The document has been protected.
    Even if it doesn't have a password, the original author has applied "plagiarism" prevention to it.
    There is a program from Wondershare, called PDF Password remover, that will remove such restrictions, but I'm not allowed to recommend it, only to point out it's existence.

    Restart the iPad and see if the app will open. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
    If that doesn't work, reboot the iPaf and try again. Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
    If that fails, Delete the app and reinstall it. Hold down on the app icon until it wiggles, then tap the X on the icon to delete the app. Tap the home button to stop the other app icons from wiggling. Then go back to the app store and download the app again.

    You don't need any third party app at all in order to view a supported file in the mail app. It should be viewable even without Adobe Reader.
    You do see a paper clip icon to indicate that there is an attachment but you don't see the opened PDF or the PDF icon in the body of the email? Did you swipe all the way down to the bottom of the screen? Is this just happening in one email or does it happen everywhere in the mail app?
    Quit the mail app completely and restart the iPad. Go to the home screen first by tapping the home button. Double tap the home button and the task bar will appear with all of your recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the mail app icon. Tap the home button or anywhere above the task bar. Launch mail again and see if the PDF opens or appears. If it doesn't, close mail again and restart the iPad and then try again.

I believe I should have selected to Inherit backup history so that when i back it up on the new MackBook Air, it appears the same as the one I'm returning.... Is there anyway that i can re-select the option to Inherit backup history for time machine?

    That would be the device Metadata from the print driver vendor. It's part of the Device Stage feature mainly for client OS.

    Then you rotate it and SAVE or SAVE AS and it will remain that way.
