Opening files in files panel

Question

I am working through the exercise in a book called
Dreamweaver 8 by Daniel Short and Garo Green.
On page 41 it says go to the files panel and locate and open
the index.htm file.
I can see the file called "chapter 3", which contains the
index. htm file, but it wont open when I click on the icon. I could
open it by going to File - open etc, but in the book it says it is
good practice to open the files directly from the files panel.
Does anyone have any suggestions.?
