Opmn failed to start

Hi,
I am getting the follwing error while starting the OPMN services for the Oracle Application server 10gR2 .

08/12/18 16:38:22 [2] BIND (Can't assign requested address)
08/12/18 16:38:22 [2] 10.187.152.76:399835136 - listener BIND failed
08/12/18 16:38:22 [4] Listener thread 1543: 10.187.152.76:399835136 (0x442) terminating
08/12/18 16:38:22 [1] Local listener terminated
We are giving the ip address for the ONS as the server ip 10.187.152.109,but while starting the ONS server, it is taking 10.187.152.76 bcos of which it is erroring out .
Any idea why it will be resolving to this ip even when in the opmn.xml file we have given the hardcoded ip as 10.187.152.109.

Why have you given hardcoded IP address ?
Please answer the following questions
1) What kind of 10g R2 install this is ? Are you using this for Discoverer, Identity Management, Portal ? What is the product that you are running ?
2) Has it ever worked before ?
3) During the install time, did you not choose the host name (not the ip address).
Can you run the chgiphost.sh script found in the $ORACLE_HOME/chgip/scripts directory (Take a backup of the existing ORACLE HOME)
