Ora-19815 db_recovery_area is 99% full --- need advice

Question

I got above error on alert log, and try to delete obsolete backupsets, archivelogs, all not resolve the issues.
What is the best way to deal with db_recovery_area? How to free up spaces?
I tried to asmcmd to asm storage, and deleted those under FRA folder, and still shows space full. I would guess need to use rman to delete things, but now rman delete obsolete said no more to delete.

I kicked off full backup while I cleared some recovery area space, and then I found out the output of backup went to FRA again. Did I do right in the backup script here:

However I want this backup go to /oracle_backup on disk.
Why this is not happening?
