ORA-31466: no publications found (Oracle 10.2.0.1.0)

Question

When I execute
BEGIN
DBMS_CDC_SUBSCRIBE.SUBSCRIBE(
subscription_name => 'C1_SUB',
source_schema => 'R1',
source_table => 'C1啊',
column_list => 'COL1埃, COL2唉',
subscriber_view => 'C1_VIEW');
END;
with chinese characters in table name and column name against
Oracle 10.2.0.1.0 database (UTF8 characterset).
Square symbol above idicates simplified chinese characters.
I'm able to publish table name with chinese characters.
If I use American English Characters, There is absolutely no issue.
I got following error
<ORA-31466: no publications found

I have set NLS_LANG to
SIMPLIFIED CHINESE_CHINA.ZHS16GBK
If I execute same package using DBMS_LOGMNR_CDC_SUBSCRIBE against Oracle9i database, everything works fine.
What is the problem?

Goal
As a "subscriber" user, when trying to create a subscription and the
staging table permissions have only been granted via a role, and
although the "subscriber" user account has been granted the role and
can otherwise query the staging tables, the subscription fails with
the following error message: ORA-31466: no publications found

Solution
Currently the permissions need to granted directly and not through
a role.
There are two possible enhancements:
1.Allow subscriptions to occur when the "subscriber" user has been
granted staging table access via SELECT privileges granted to a role.
2.If the first option is not feasible, clearly document it in
documentation that "subscribers" must be granted access via granting
of SELECT privileges to user accounts, not through roles.
