Oracle 817 Error

Question

SQL> conn sys/sys@csdvgpsa as sysdba

I have commented parameters starting with MTS_Dispatchers. But Still I am getting the error. Can anyone help me in this case.
I have installed Oracle 817 Enterprise on Win XP.
