Oracle Database 10g Express : Connection Interrupted

Question

Hi,
I am trying to connect to a database that I have installed on my computer, so it is a local connexion.
The database starts automatically (Windows services) and when I reach for the database page index :
http://127.0.0.1:8080/apex
I get the following error :
Connection Interrupted
The connection to the server was reset while the page was loading.
The network link was interrupted while negotiating a connection. Please try again.
Same error message when I use this URL : http://localhost:8080/apex

If I try with Toad I get the error message :
ORA-12514 : le processus d'écoute ne connaît pas actuellement le service demandé dans le descripteur de connexion

What is weird is that I can connect to other databases in the network when I add them in my tnsnames.ora
My hosts file : C:\WINDOWS\SYSTEM32\DRIVERS\ETC\HOSTS :
127.0.0.1 localhost
Does anyone know what could be the problem ?
