Oracle INS-01331 Error

Hi there,
Can anybody help please, this is just driving me crazy.
I am trying to install Oracle 12c but I keep getting the above error no matter what.
Before I decide to seek help I did a lot of research and I believe I have exhausted all options.
I have checked C$ sharing, it is enabled and accessible just fine.
I am an Administrator so no problems there, checked C$ sharing granting every concievable access to everybody.
Every time I run the installer I am noticing the following:
1) services.msc - OracleRemExecServiceV2- it is running
2) as per suggestion, I am stopping this service then rerunning the installer as Administrator but then service starts again and when I check 'Temp' folder through Explorer
    I am told that folder is not accessible because of OracleRemExecServiceV2 which is running.
3) Stopping the service and rerunning the installer takes me back to square one,service running temp folder not accessible.
How do you stop the damn thing from locking the folder as I believe that is what is the problem is.
If that is not possible,is it possible to repoint setup to use a different folder as temp folder during the installation so that it doesn't complain about temp folder being locked?
I have rebooted a few times but the scenario and subsequent error is the same, this is really causing me a lot of problems as I have already lost a lot of time.
Any help will be greately appreciated.

Hi Srini,
Please find included details as requested:
-OS: Windows 7 Enterprise (64bit 6GB RAM)
-I am indeed running the installer by right clicking and selecting 'Run as Administrator'
-I have located installation file and it is too big to copy-paste here so I will only paste section where it is failing below.
It is all pointing to the fact that my account for some reason cannot write to Temporary directory.
I am an Administrator on the machine, I do have a full Admin rights.
I have aso checked that C$ is available and it is just fine, I have double checked.
