Organizing Material in a Pages '09 (v.4) Document

Question

In a Pages '09 Word Processing document with facing pages:
Is there a way to control the formatting in a Word Processing document with facing pages such that the both the text and the objects on a given page will remain together as they were originally organized?
To that end, I notice that the Pages Inspector tab labeled Text/More has a check box named “keep lines together” which will keep all lines of a paragraph on the same page. It also has another check box named “keep with the following paragraph” which will keep a given paragraph on the same page as the following paragraph. There are also object placement choices under Wrap which controls the behavior of objects (illustrations and text boxes) but nowhere do I see a place to tie the objects to the same page as the text.
As a beginner, I didn’t set up the formatting as I probably should have and every time I attempt to make a significant addition/deletion, the text often does not remain on the same page as the figures, sometimes creating a mess.

As a test, I placed an image near the top of a new page, centered on the page, with 3 lines of text above the image. If I select inline (with text wrap only above and below the image), the image moves up and forces the last line of text below the image (not what I want). Afterward, it will not let me move it, only resize it in place.
When an image is inline, you resize the image by dragging the bottom left corner up to the left.

Actually, the image in question has 3 moveable handles, right side, bottom center, and lower right corner. All 3 handles do exactly the same thing, that is, resize the image while keeping it centered. The other handles are grayed out and not useable.
