I want to upgrade to os X Can I upgrade to tiger and safari?
If so what do i need to do this?
Do I have to add ram?
And if so how do i do this and for how much approximately?

Welcome to Apple's Discussions.
With only 64MB of RAM, you are limited to a max OS of OS 9.2.2.
You can use download updates to raise your OS 9.0 to OS 9.2.2. You will need to download three updaters and use them in sequence in order to do that -

First, though, be sure the firmware on the machine has been updated. Many older machines require a firmware update in order to install the later versions of OS 9. You can download the one(s) you may need from this Apple KBase article -
