Packaged iTune gift cards, some in pack activated others not

I purchased a pack of iTunes cards for stocking stuffers.  I know two activated at purchase of the pack because they have been redeemed.  The one I gave my spouse will not work because it says it is not activated. If Apple packages the cards, then all of the cards should activate when they are scanned by using the package code.  If all do not activate, this is an Apple issue.  Customer service is unhelpful and Apple makes money for nothing.  I have been victimized by inferior technology from Apple.  I purchased a Mac yeas ago when nobody wanted them.  I have purchased no less than seven iPhones and a couple of iPods.  I have an iPad.  I have redeemed iTunes cards and codes for years with no problem.
Apple customer service has always been excellent.
But, buyer beware on iTunes cards from now on Apple refuses to assist without a receipt and pictures of the card.  If the card came from a pack that has cards that work, Apple should be able to activate the one card from the pack that did not.  Apple created this system and it now seems part of the scheme is to defraud customers and receive money without providing a tangible reward.

I understand the reasons. However, the necessity for activation is in "very small print" on the back of the card. Cashiers are often poorly trained, and not everyone purchasing is as savey as the critical poster. Therefore I would advise that anyone not request this type of gift from any person who might not be as educated in the niceties of the purchase. In addition you cannot know that the equipment is functioning properly. Further my husband is advised by apple that the cashier also enters the amount of card into the system separately for serial numbers/type number so there is no assurance that the amount is correct. But at the very least the need for activation should be clearly marked on the front of these cards.
