Paid in full, but still no download...

I made a purchase on iTunes, using my PayPal account, and iTunes kept giving me an error message saying "cannot purchase music/video". I got an e-mail from paypal saying that there's some sort of hold on my funds and like four refunds because I kept trying to download and didn't know that I was purchasing it again, over and over again. So now I've paid for this stuff like 5 or 6 times and still am unable to download it. I just want my videos...and or my money...no holds on the funds...
what's the deal?
