Paying an Outstanding Balance???

I have an outstanding balance of $35.95, and have been trying to pay it off with my mastercard gift card. I have two, and each has about $16 on it. Is there any way I could pay some of it off with both of the cards?
(It keeps declining it when I try, saying "We were unable to authorize your credit card for this purchase." HELP!

To the best of my knowledge, the iTunes Store does not accept gift cards from other issuers, only true credit cards and debit cards or iTunes prepaid cards. I'd suggest you get iTunes cards and redeem those; that should take care of your balance. Many retailer carry iTunes cards, including most grocery store chains, and you should be able to use those Mastercard gift cards to purchase that way.

Which it's not. How in the world would I pay my outstanding balance of 40 dollars If apple will not let me? I had already voiced my concerns to apple via email and the only means I could pay my outstanding balance as per their instruction is through itunes gift card. I am unable to use credit cards or debit cards as my apple id account is associated with too many cards (Yeah Right) so in effect I am compelled to purchase an itunes gift card which I did from an online store. HOWEVER, I am unable to use the said gift card as it is only for the US itunes store as I found out in my attempt and my account is set on the Philippine itunes store which renders the gift card absolutely useless; furthermore I cannot switch countries due to the RESTRICTION. I went to support AGAIN and still got the intstruction that I need to use itunes gift cards to pay the balance. This time I went to a Power Mac center and told me that they do not sell itunes gift card for the itunes Philippine store and in fact they and all other branches are not engaged in selling itunes gift cards anymore. I went to other retail stores and told me itunes gift cards are readily available for purchase but it is for the US store only and NEVER for the Philippine store. In fact, they told me that itunes gift cards for the Philippine store DOES NOT EXIST. I went back to the Power Mac center, told them this and they did confirm with the fact that there is no such thing as an itunes gift card for the Itunes Philippine store and they even suggested that I need to make a new account. ***? I emailed apple about this and up to this moment no reply. Now, how am I supposed to pay my outstanding balance? This is such a huge inconvenience in my part, I wish apple would have been more wiser in giving instructions. Now, anyone... Suggestions?

Expanding on what Tim said to make sure it's clear, only the carrier to which the iPhone is locked can authorize unlocking. If Optus is the original carrier, as would seem to be the case, O2 would not be able to unlock it. Only Optus can authorize the unlock, so you'll need to contact them. They say, though, that only the account holder can apply for unlocking, so you might not be able to get it unlocked and will have to work through the person from whom you bought the iPhone.

Make sure all fields are entered correct include things like home phone number and that billing information matches exactly to the billing information thatthe credit card company has. If it still looks right and is not working contact the credit card company and then the iTunes Store support team.

You will need to put in a valid payment method e.g. a credit card (I don't think that debit cards are still accepted) that is registered to the same name and address as on your iTunes account and was issued by a bank in that country, or possibly (if they are available in your country) you may be able to use iTunes gift cards - until any outstanding amounts have been paid you won't be able to buy or download content from the store.

I hope that you aren't complaining about dropped calls INSIDE your condo because no amount of switching or upgrading devices will solve that.
VZW will not guarantee service inside of any structure. There are just too many factors. If the problem is inside then you might want to look at one of the following:
1.) Network Extender (may cause issues for others in a condo or apartment style setting)
2.) A Google Voice Number (Free with a Gmail email address), downloading Google Hangouts Dialer and forwarding your calls to the GVN so that you can make and receive calls over Wi-Fi.

Not billed and now have an outstanding balance.

I have been using the iTunes store for some time now (few years), and too see this happen is a surprise. I have the funds in my bank, credit source for instant funds, but never even received a receipt from PayPal or Apple. So this appears to be a fault on Apple.
When showing purchase history, I see this:

A bank account does not normally qualify as an instant funding source but a credit card or cash balance do. Thing is, I only had found out when I reported bad sound quality on one of the songs in an album (crackling sound).

Have you contacted PayPal to make sure that it's not their problem? Just because you can buy from another vendor doesn't mean that PayPal is able to connect to and pay to the iTunes Store without problems. I'd suggest you contact PayPal first to confirm that they don't show a problem on their end.
If PayPal doesn't report any known problems, contact the iTunes Store Customer Service department using the form on their Support page (select the category and subcategory closest to the issue you're reporting) and explain your situation to them.
As regards not having gotten receipts, log into your iTunes Store account and go to your account information and confirm that it shows a valid email address. Then check any spam filters on your email account or email application and make sure that email messages from Apple are not being filtered out.

HT1918 Change country whilst having an outstanding balance

I have an outstanding balance on my UK iTunes account, but I no longer have a UK payment card. When trying to change my address and country to the Netherlands, I'm presented with a text box saying I have an oustanding balance to pay. Fine, I can pay, but with a Dutch card only. Then another box appears which says I have no network connection, which isn't quite true as I'm connected to the internet and all other portals work fine.
It seems I must pay my outstanding balance with a UK card, but I have none. I can't change my country from the UK to the Netherlands without paying the balance with a UK card. I feel like I'm in a stalemate. Can anyone assist?

Alas, the assistance offered from iTunes support has only made the situation worse.
They suggested I purchase an iTunes gift card to clear the balance on my account and therefore be able to change the country and payment card.
So I bought €25 of gift card and now iTunes refuses to accept the credit....because it's not denominated in British Pounds.
Original iTunes representative now refusing to respond to my query.

I've been getting really frustrated with Apple the last day or two, I just can't seem to get a hold of the right person. As I type I'm currently on hold with tech support who's waiting to transfer me to lord knows who.
I had an iTunes outstanding balance of $15.19 and bought a $15 gift card to pay it off. After redeeming the gift card on my iTunes, it shows the credit and the outstanding balance remains unchanged. I thought that it would have automatically gone towards paying the balance.I've tried inputing my credit card info and it keeps telling me that the security code on the back is invalid. Can anybody help me with this cause Apple sure isn't a doing a very good job of it. Thanks!

It should have worked. Contact the iTunes Store Customer Service department using the form on their Support page (select the category and subcategory closest to the issue you're reporting and you'll find either an "Express Lane" button - just follow the instructions to get to the contact form - or an "Email Us" button) and explain your situation to them.
BTW, there is no telephone support for the iTunes Store, so don't waste any time on hold with Apple tech support; they can't help.

How can I pay off my outstanding balance???

So heres my story, I was dumb and used a pre-paid credit card to buy apps in the app store on my iphone 4. My account now has an outstanding balance of 25.17$ and I was looking for a way to pay it off. If I redeem 3 10$ iTunes gift certificates to my account, will it deduct the amount that i owe then I can have my account back to normal? I would prefer to NOT use a credit card if possible. Thanks

I'm no expert (well this is a user forum!) but if you bought using the credit card (pre-pay or post pay) you will have to pay them.
Apple doesn't run a tab (again as far as I know), they will have charged your credit card company already.
So the credit card will be the one to pay.
