Payment Declined but money transferred
Hello I'm from India and I'm using an Indian Debit card to purchase from iTunes recently I'm noticing that when ever i try to buy In-Apps it gives me option to enter my iTunes Password but after that it gives me error "Your payment has declined please select another card to buy stuff" then it takes me to safari to enter the security code, expiry date etc.. and when i do that it loads then does nothing and if i check my iPhone 5S i get 2 to 3 SMS from my bank saying payment done to iTunes.com.
And if i check the game i don't have the item for which the payment is made that also 2 times or sometimes more then 3 times. Earlier also i used my iPad Air iOS 8.1 to buy In-Apps but that time Restrictions was off but now Restrictions in Settings -> General was ON and In-Apps was also ON but my iPad's Flight Mode was ON since i like to use Wi-Fi from my iMac to connect my iPad to internet and surf etc..
Any help or guide will be appreciated, Today's In-Purchase the payment transferred but the item which was to be activated/download it failed and in my iTunes Account there no entry of payment made I've even got any email of item purchased from iTunes but my bank says payment done i.e. 3 times so should i call apple support or do nothing?

Parvinder, there is nothing to worry about, as I have reviewed your account, I found out that the charges were not an actual charge, it is simply a test to confirm that your credit card account is active and has credit available to accommodate transactions.
I've decided to post the apple reply to help other who have doubts regarding the same problem, hope this solves the queries/doubts.

I have tried to purchase a free app on the App Store but it comes up as need to go to purchase so I do and it comes up payment declined , I have not changed my card or method of payment recently and have had no problems up untill last nite , can anyone give any advice on how to fix this

Problems with iTunes/ipad2 I'm trying to buy FREE apps and I'm being told my card is declined but I also have more then enough credit on my account! Anyone having this problem?
Part of the validation for credit cards is that they need to be registered to exactly the same name and address that you have on your iTunes account, which prepaid cards tend not to be. Do you have a proper credit card that you could use ? Or are iTunes gift cards available in your country so that you could try using them as your payment method ?
Until you have a valid payment method on your account and what you owe iTunes has been paid off then you won't be able to download any item from the store, including free apps (and updates to apps). -
when trying to update apps i keep getting billing method incorrect(this is on iphone 4s) i hsve tried this store,apple id,view id,payment info but does not offer me the none option,i can npt update my phone any ideas anybody please?
If you dont have none option then you must own itunes some money. So you have to enter the payment like a itunes giftcard. you can contact itunes by email by going to expresslane.apple.com

Now the co using down payment or say advance payment and retention money condition. In the billing document every time I want 10% advance to be settled & 5% retenssion amount to be minus. This will be mapped through a GL for with special indicator A. But where will I maintain the details like % deducted every month? Is there any condition record for this FSZW Condition type( down payment) or this is defined by FI?

Both are used in the sales A/R module.
If you received a down payment from customer but it is not to any available AR invoice, you could use the ARDPR and the other is vice versa.
The important things is that the down payment request can be paid directly using payment means available in the document tool bar. It is used before A/R reserve invoice job performed.

I have an answer: Why payment declined in apple store
I know there's a lot of people having problems with apple store declining payments and I have been in that road. I also have called apple care to see if it's in their end and they told me I have to call my credit card company to see why it's declining. SO I DID! Here's is some of the possible causes that you all might not know about. Here's what happened to mine.
I was trying to purchase an app that is $9.99 and kept declining my card. Asked me to verify security code, address etc... I did and still a pop up method of payment declined.
Here's the answer from my bank. Any app that is over $5.00 is a suspect of fraud will put a hold on your payment. Hence, declined. The bank told me if I want to open the account specifically for Apple Store indefinitely? (meaning if I don't want any restriction amount, it will proceed). So, I said yes. So, they took off the Block.
Second thing you have to know is.... everytime you keep trying to buy the app and it is declining... Apple will charge you $1.00 everytime you try to keep accessing the app you are trying to download but keeps declining on you. Why didn't apple tell us about this? I don't have that answer and I'm about to make a complaint because the bank company don't have that access except for apple.
I hope this will enlighten anyones possible problem. I am sure this is not the only problem that's causing yours to decline.They do not charge you.
It is an authorization hold. It will be reversed.

I assume that you are trying to use a debit card ? If it is then I don't think that they are still accepted as a valid payment method in all countries - from this page :
You may be able to use other payment types in your country, like debit and Maestro cards
which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. I bought a couple things on the App store which came to £5.98.
Now every time I try to download or update any apps it asks to validate my payment option but fails every time but the money has been taken from my bank - I've scheduled Apple support to call me tomorrow night but if anyone nows a way around this at all I'd appreciate it.Take a look here:

I checked with my bank to see what such a beast could be. So you have an account in the bank that serves as collateral for the secured credit card and the line of credit available on the card is equal to the amount on deposit in the collateral bank account?
So the issue is between the iTunes payment system and your bank. It might be best to see what the bank has as a record of your attempt to make the purchase. I doubt any fellow users here can offer much insight as too why the system won't accept your payment method on this attempted purchase. -

You must have a payment method in your iTunes account, even for free content. It is used to verify your identity. See: http://support.apple.com/kb/HT2534 for information on how to create a billing method if you don't have a credit card.

i changed my country store from Spain to USA and tried buying a movie on my Apple TV, after I have also updated my billing information on the PC.
I get an error message " payment declined" update paymemnt information on PC and try again latter.
When i try again , i get another error message " unable to connect to Apple Store" try again latter. this sounds ridiculos, as i'm viewing all previws and everything else well.
How do i fix this ?I understand that. And i have a USA credit card and a usa billing address, which i have updated my profile with, but still payments gets declines, and i kkw that the card is good an no issues with teh bank.
Any other Idea why ?
