I would like to inquire how to unlock my iphone 5 from T-Mobile Austria.
Is Apple capable of doing it so?
Or is there Apple third-party aunthorized website that can assist with unlocking iphones?

Yes, and other web sites state they sell FDA approved drugs without needing prescriptions....
These web sites are lying, They either are outright identity theft sites or fraudulently stating they don't jailbreak.
There is no way they can legitimately have unlocking codes to submit to Apple or that Apple would break it's contracts with the carriers and cooperate with this tye of unlocking.

Welcome to Apple Support Communities
That will go away if you use your iPhone with another carrier's network, but in that case, you will see the name of that carrier at the top left corner. That means that the Virgin text at the top left corner has nothing to do with having the device locked, but it shows because you are using a Virgin SIM card -

You need to clarify where you are as Virgin Mobile are a Global Mobile Virtual Network Operator (MVNO) brand however the terms and offers differ in each country.
If you are in the USA the brand is actually franchised and operated by Sprint .
Operating on Sprint CDMA and LTE frequency bands.
The CDMA radio will be provioned to work off of the Sprint towers - This IS locked down and can't be used on any other network -for instance Verizon.
The phones GSM Sim card holder and radios should be unlocked but we won't know for sure until the handsets are available to test.
The models in question are the A1453 - 5S ad A1456- 5C- these support the most channel frequencies of any iPhone , however NOT the all important European LTE band 7 (2600mhz)
So it is highly likely that the Virgin USA model will have unlocked SIM and GSM support will work on all European 3G and most earlier 2 and 2.5G networks however may have patchy to no European LTE support.
Note that comment reqarding 2G (GPRS) and 2.5 G (Often called Edge) - A number of European countries and mobile operators are re-provisionng (reusing) frequencies in the 800mhz spectrum to 800DD (digital) for future LTE and where this takes place normal subscibers without LTE contracts will loose service in some areas.
This is already taking place in the UK - Beware.
Virgin Mobile UK are not currently an Apple iPhone dealership.

Apple do not lock or unlock iPhones. You need to contact O2 and ask if they will unlock your iPhone.

As stated earlier, the carriers have full control over unlocking. They are the only ones that can authorize it and it is by their rules. Apple does nothing but facilitate. Any issues you have with unlocking will have to be taken up with the carrier.

Activation Lock in iOS 7 > http://support.apple.com/kb/HT5818
The Apple ID and Password that was Originally used to Activate the iDevice is required.

I recently bought an iPhone 5s from boost mobile I thought service would be decent but it really *****. I'm wondering if there is any way I can switch carriers maybe to us cellular seeing that they recently added new prepaid plans and have good service in my area. I do know boost operates with sprint but not sure what I can do because having an expensive phone with crappy service really *****
Sorry, but Boost reportedly does not offer unlocking for iPhones, so you're stuck with them unless you can return the iPhone for a refund and cancel the service, or can sell the iPhone to someone who could use it with Boost.

I just updated my iPhone 5 from virgin mobile to ios7, and upon the normal setup i find that i my sim card is not being read; apparently now it isn't supported. please someone help me.
my iphone is and has been locked to one carrier. all i've done is a software update to ios7, like all the other updates since i bought the phone when it was released. same carrier, same sim card. :/

I have a new iPhone 5 from T-Mobile. I can send simple texts just fine. However, I have to turn off wi-if and enabler cellular to send texts to more than one person or to attach a picture. Is there a way around this?
First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.

ONLY the carrier to which it is locked can unlock it.
Contact Sprint and see if you qualify for them to unlock it. They will only unlock it for foreign carriers.
