Permanently delete apps, not just hide

I share my account with my minor children, which allows me to see what they get into.  I have a child that found **** apps.  I want them COMPLETELY, PERMANENTLY forever gone from my devices, and cloud.  I do NOT want to just hide them, which allows them to be easily accessed again.  How do I get this done?  I have found nothing that works, only ways that hide them.  It seems like Apple ought to provide a way to get rid of the **** forever if we don't want it.  Otherwise, I will have to get rid the Apple products because my kids' safety is much more important.  Thanks for your help!

You can't "delete" them from iCloud because they are not being stored in your iCloud storage space. All you can do is hide them. What you're seeing is purchase history.
Delete them from your devices and use restrictions on the devices your children use to prevent them from installing ANY apps. If they want to install new apps, they will have to come to you and you'll have to do it for them.

    What do you mean? They do show in the Purchased items in iTunes. Click on the three little dots ... to the right of the last icon showing in the top left to get the list of other iTunes categories (like books). Click on Books, and then on Purchased:

    They are not taking up storage space.  Apple knows you installed them at one time (="purchased", whether you paid money or not), and merely keeps a list so that if you wish to reinstall any of them on this or a future device, you can.  This is useful if maybe you deleted them due to space constraints, and now have a device with more memory and wish to reinstall.
    It's also useful for taking a trip down Memory Lane looking at all the useless apps you installed once then immediately deleted once you realized they were total garbage ...

    You cannot delete them. They are part of the iOS.

    Check from your recycle bin.
    Usually when you delete a song from iTunes, a popup window will ask whether you want to move the file to recycle bin or keep the file.  So it's either still in your PC or Recycle bin.

    Was a Restore one of the things tried.?  [Attach the iPad to your computer and in iTunes click on your device. On the Summary page click on Restore and go through the process. Be sure to click YES to Restore from a previous backup.]

    Try resetting the iPad (hold the power and home keys down until the Apple logo appears). Then try deleting the apps again.

    I have songs showing with a cloud that my son at some time purchased that I want permanently deleted.  They are not on any computer but can be downloaded by clicking on the cloud.  I want them permanently deleted not hidden. Do not subscribe to iTunes Match.

    Managing app updates with more than one Apple ID is overly complicated as you need to sign in and out of each account in turn, so you may want to avoid creating more accounts it either has been used to purchase apps. For media it isn't quite so bad, but Apple devices are limited to holding protected content from up to five Apple IDs so again I would caution against creating new accounts unless you really have to. I doubt that is the solution in this case. As given, if you hide the purchases in question, sign out, then sign in again, they should no longer appear unless already downloaded to the device, in which case delete them from it directly. In extreme cases where the device "knows" it has some piece of content on it that it won't let you access or delete the resolution is to backup the device, restore as a new device, then restore the backup you made earlier.
    See also Use Parental Controls in iTunes to set content restrictions and Sharing purchased content with Family Sharing. I don't use either of these features so I don't have any practical expereince over and above what is in those support documents but perhaps they will help.

    You can't permanently delete any item from your account's purchase history, hiding them is all that you can do.
    You can control which apps are backed up to the cloud via Settings > iCloud > Storage & Backup > Manage Storage on the device - do those apps show there, and you are able to delete their content from the backup there ?

    You should be able to delete apps from your iPad that you've downloaded from the store. To do so press and hold any of the apps on your iPad’s homescreen and after a couple of seconds or so they should start to shake. Then press the 'x' on their top left corner to delete the ones that you don't want, and when you've finished deleting press the home button so as to stop the apps shaking. If you don't get the 'x' on any of the apps that you've downloaded (you can't delete built-in apps) then check that Settings > General > Restrictions > Deleting Apps isn't set 'off'.
    You can also hide apps (you can't permanently delete items from your purchase history) via your computer's iTunes so that they then don't show in the Purchased tab in the App Store app for redownloading : iTunes Store: Hiding and unhiding purchases.

    We wish to permanently remove select apps from our child's iPad.  We cant seem to do this - while they are not active on the home screen, by going into itunes or the App Store, they can simply be downloaded again without our knowledge or consent.

    By going to settings - general - restrictions - parental controls can be setup to limit the age appropriate content including apps. By hiding those apps on your computer you may be able to change their visibility as well, but I haven't had a chance to check it - try it yourself if you want.

    This is copied for an iPhone thread but it works the same way for an iPad.
    If you really want to get rid of it: iTunes>Library>Apps...right-click the app you want to delete, select delete, when prompted, move all files to trash, empty your trash. Then, make sure you first delete the app on your phone, then sync your phone. The app and all traces of its data will be gone.
    iTunes meaning launch iTunes on your computer and remove the app from your iTunes library as well.
