Permissions for SYS.DBMS_SPM

Question

What permission are needt to execute SYS.DBMS_SPM? The Database Version is 11.1.0.7 on AIX. I've granted the User "Execute" on the the package SYS.DBMS_SPM. The user is receiving the following error
SQL> DECLARE
2 l_plans_loaded PLS_INTEGER;
3 BEGIN
4 l_plans_loaded := DBMS_SPM.load_plans_from_sqlset(
5 sqlset_name => 'ORW5_TAB');

ORA-38171: Insufficient privileges for SQL management object operation

You will read:
Security Model
The package is owned by SYS. The EXECUTE package privilege is required to execute its procedures. Any user granted the ADMINISTER SQL MANAGEMENT OBJECT privilege is able to execute the DBMS_SPM package.I guess this will answer your question.
