Photoshop CC using Oil Paint filter

I am an artist creating art in Photoshop CC. I create my art at 300 dpi size approximately 8 x12" however I do not like the texture Oil Paint creates at 300 dpi., but do like the texture created at 150 dpi which is too low to blow up to a greater size. Is there another art program or some way to get the effect in Oil Paint I like. Again I want the texture I get with Oil Paint picture size 8 x 12" at 150 dpi. I want to get this same effect on the same size format using 300 dpi.

Thank you! Unfortunately I have a Mac Mini using Photoshop CC. The problem I have using the Oil Paint filer at 150dpi is the rough pixel edges. I can use the Gausian Blur filter and smooth things out but lose the sharpness of the texture. I use the Gausian Blur filter now at 300dpi increasing my 9 x 12"  images to 27 x 36" inches and the prints turn out real nice.
Would you know of any program or different filter that could turn a 150dpi image into a smooth 300dpi image?
