Photoshop CS3 - How do I make a ring shine

Hello, I am very inexperienced with photoshop, and I'm working on my first project. I edited the picture below using a video tutorial, and now I want to try and make the ring stand out more. I was hoping to be able to make it shine or at least make the silver and diamonds stand out more. Any ideas on what I need to do?

Probably a zillion ways to do it, but the first step is to create a new layer with the ring.  To do that use one of the selection tools, quick select, lasso, pen, etc.
Then you can experiment with painting tiny white spots to look like reflections. 
Get a ad for a ring and use that as a guide on what you want to do.
No magic buttons, just experiment.  And do this on a copy of original so when you screw up nothing is lost but time.
I like to create new document every so often in the History pane so I can go back in time and start at a specific place if I need to.

    Do you even see the call come in on the phone? Do you see the missed call in your list? Or do you just get a voice mail.
    If it never even shows up in your missed calls list, contact your carrier. Perhaps you have anonymous call blocking on your account. (I wish I did...)

    I'm pretty new to Photoshop.  I've used Premiere Elements a bit longer.
    I want to put a red ring (hollow circle) over something in Permiere.  I understand how to make transparant areas with solid objects such as circles and stars.  I want to essentially make a .png of a circle with both the outside transparant and a second circle in the middle which is also transparant.  I know how to put it into Permiere after that.
    I've struggled for three hours in trial and error and searching documentation and tutorials.  I don't see how to remove a circular area from a larger circle on a transparant background.

    Regarding the Stroke method, there is a maximum stroke size which may not be enough for your needs. For small stroke values this works well, but large values result in a jagged circle, as in this example with a stroke size of 200px:
    Here is another method to make your ring.
    1. If you are working on the Background layer, rename it to anything else.
    2. Choose the Elliptical Marquee tool, and holding down <Shift> draw out your circle. The <Shift> forces the drawn ellipse to be circular. Another way to get the circle is to set in the options bar: Style Fixed Aspect Ratio, and Width & Height both 1 (or other same value). The you can draw the circle without the <Shift>.
    3. Invert the selection and <Delete>. The circle is now on transparent background.
    4. Invert the selction so that the ring is again selected.
    5. Duplicate the layer.
    6. Activate the Move tool and hold down both <Shift> and <Alt> while dragging any corner handle inward. This draws a smaller concentric circle. Here is what we have so far (I started on a solid blue Background layer):
    7. Activate the bottom layer and <Delete>. Turn off the visibility of the duplicate layer or delete it. You now have your ring:
    Note: The reason for renaming the Background layer is that deleted selections on the Background layer are replaced not with transparency but by the current background color as defined in the toolbar.

    EDIT: I am using a Windows computer, by the way. Windows 8.

    There are no longer any upgrades from CS3 to any later versions of Photoshop. CS3 is too old to qualify.
    As a CS3 owner, you can however get a discounted monthly fee for the Cloud version. The discount lasts for 12 months. Then it's back to the regular monthly fee.

    CS3 and CS4 run without problems on my 2 year old XP64 machine at work (Dual Xeon, 8GB RAM) and should work even better on Vista 64. Apparently, if you want to use the 64bit version of Photoshop CS4 with working OpenGL, you have no choice in the matter and must use Vista64bit. For the "normal" 32bit version this limitation does not apply and it runs nicely with hardware acceleration on my end (Quadro 5500, needs the "Allow old GPUs" registry hack). Illustrator in that regard should be even less critical, as it does not use any hardware acceleration at this point except for drawing the interface....

    As i mentioned up top, you can do this with a silent ringtone. I have read some app's have muted ringtones(don't know of the app name though) OR, GarageBand can make ringtones on Mac. (that is where i think you would need further explaining on, if you have Mac).
    The silent tone will be set as text's tone (as the same if it made noise), it will vibrate two times quick...While asleep, awake, on a phone call, still texting, at almost any time i can think of, (other than powered OFF.)
    I have recommended this method, for people asking as a regular ringtone, for telemarketer's, unknown callers, and other sort of people. And YES, you will need the Vibrate turned on.

    Here's one way (among many) to accomplish the effect in 2 minutes or less.
    Work from a COPY of your original.
    First, using hue/saturation, reduce the saturation to give a "faded" effect.
    Add a new layer; fill that layer with the color of the "tint" you want to
    apply. Change the blending mode for that layer to "Color" and adjust the
    opacity to suit.
    For the irregular vignette, add another layer and fill it with the dark tone
    you want for the vignette. Add a layer mask filled with white. With a very
    large, soft brush, paint on the mask with black to allow the center to
    become visible.
    When done, flatten & save in whatever format you wish -- or save it with the
    layers intact as a PSD if you think you may want to make more changes.
    As I said, there are other ways to accomplish this. There are always
    multiple ways in Photoshop, but this is quick & dirty.

    What is the system configuration, on which you are saving the files, i.e. to internal SATA II disks, or maybe external FW (or USB) disk?
    Early SCSI rigs were notorious for corrupting files, if everything was not perfect. Then, there were few SCSI utilities to troubleshoot all the various settings. Nowadays, this sort of problem seems to occurr most often with USB externals.

    I could be snarky and say change the image in a different version of Photoshop, but NO...
    The only way to make a photo that is one size into another size is to change the image.  You have a few choices about how to change it:
    One way is to simply expand the height from 6.6 to 8 inches using Image>Canvas Size, using the default setting of having the image centered and leaving the background either black or white, your preference.  This will add background color to the top and bottom of your image.  This won't change the image itself, but it will change its surroundings.
    Another way is to resize the image using Image>Image Size, entering the new dimensions after turning off the aspect ratio lock (resample on).  This will stretch the image vertically, however, so it's probably not a good option.
    Finally, you could resize the image using Image>Image Size, leaving the aspect ratio lock on and resample on, and increase the height from 6.6 to 8.  This will have the secondary effect of enlarging the width from 10" to a greater width.  Then you crop the resulting image back down to 10" width, which involves losing some edge areas of the image.
