There are two steps when entering a serial number:
When you enter it in the 24-digit field, you should see a green checkmark. If you see a red x, you may have mis-typed the number, as Ben pointed out, it could be for a suite instead of a standalone product.
If it takes the number and installs, then activation is the next step. If it fails to activate, you may have exceeded your activations or the number might have been retired.
In that case, contact Customer Care with proof of purchase.

If you own, or are the primary user of, a single-user or volume license Adobe product that is installed on a computer at work, you can also install and use the software on one secondary computer of the same platform at home or on a portable computer. However, you may not run the software simultaneously on both the primary and secondary computers.
No more than one user can use a single-user license Adobe product.
Note: AVL customers have to buy two different licenses to use both operating systems, even if they have two different computers. They can only use the same license on another computer (not simultaneously) with the same platform at home.

1. Be sure you have your serial number.
2. If you have only used one of two installs, install and activate on your new computer (as a precaution), then proceed to step 3. If your second install is currently used, proceed to step 3 without installing.
3. Deactivate on you old computer and uninstall. To deactivate, open Photoshop and go to Help>Deactivate.
You may use Photoshop on two computers at any one time. By deactivating, you may change to different computer(s).

You are allowed up to 2 activations on the same platform. So if you have a Windows laptop and desktop you install and activate on both.
De-activate and uninstall only when you are satisfied the new install works before you give away or recycle the old PC, otherwise you can use the old one if the new one goes in the repair shop. -

I needed to install a previously purchased CS6 versus on new computer. To do this, I had to download a version from CC. I will not be using CC. How do I activate Photoshop under my license so that it does not stop working when I am out of communication range a month from now?

After 6 tries to load Photoshop CS6 on my new laptop, I keep getting the following message after I enter my valid serial number: "Serial number you provided is valid but a qualifying product could not be found on this computer." What I'm, trying to do is download the qualifying product which I purchased just a year ago? Any help will be greatly appreciated.
I contacted Adobe support Chat and they confirmed the serial number and gave me a response code number to enter. Once that was entered the product downloaded immediately. The whole process took 10 minutes. Thank you for your response. I'm all good now.

In this complicated case, I think it's important that you get your work in.
The Photography Plan includes Lightroom 5 and Photoshop CC. Open an account with them and for $10 a month you can be back in business which I think nets you more than $10. It's what I do. You can do this immediately. You get two seats and they can be either Mac or PC.
In your spare time you can sort out the license issue and cancel the plan later on if this is fixed.
If you don't want to go there, then you will have to call Customer Service by phone and hope they can fix this.
