Photoshop Elements 13 - Downloaded, but ?????

Bought Elements 13 (Win 8), downloaded, no 'launch icon' showed up on desktop and nothing to 'drag n drop' from files. There is a 'setup' file, it wants me to re-enter my serial # but it won't allow me to enter the 'letters' in my serial number. This doesn't make sense.....How do I get PSE 13 to work? Never had a program this difficult to install

Probably the numbers you have are what is called Redemption Codes. If that is the case then you need to read this artiale:

Installation is always by double clicking on the setup file and your beast bet is to install it in Trie#al Mode first (i.e. you don't need any serial numbers for it). When it is installed, you need to go online (using a browser like Firefox or Internet Explorer) and login to your account this will aloow you to redeem your code for a real serial number that needs to be used to activate your product.

Can you just try to re-install pse. If you have downloaded it from any source, try to download it again and then re-install it.

Just user to user....based on past and current history, Adobe Tech Support is not going to help you with a technical issue which is preventing you from using your purchased serial number for Photoshop Elements. Version 12 is not the current version. And, the Adobe Tech Support is limited even for the current version which is 13. If this matter involves a purchased activated serial number trapped on a crashed computer while you are trying to install on a 3rd computer, then probably Adobe Chat Activation can be of assistance. If that is the case and you want to explore that possibility, then click on the following link

c. Do the install with antivirus and firewall(s) disabled.

When I select something, I have one shot at it and as soon as I let go of the mouse it switches to minus and I can't add anything else. How do I fix this?

When a tool misbehaves, go over to the far upper right corner of the tool options area and click the four-lined square. Choose Reset Tool from the popout menu.
