Photoshop Elements 13 won't get pass account logon - error 100 Network problem

I Purchased and am trying to install Photoshop Elements 13 on my WIN7 machine. I have been using Elements 9. I get to the point of responding to the Login request in the installer and get the failure message "Error 100 - Error communicating with Adobe.com. Check your network connection and restart Adobe Download Assistant".
I have tried using IE11 and Firefox 33.1 browsers, same error. Based on another troubleshooting post I also cleared CACHE, same error. I have tried using the DVD that came with my purchase as well as downloading the Trial - same problem. I am able to logon directly to the Adobe.com website using my id and password so I know that works. And I was also able to register my product using the serial number, so I know that is good. What next?

- iOS: Not responding or does not turn on
- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

Go back to the editor and close the photo there.

I have found a temporary solution, allowing the previous version of iTunes (v. 11.1.3 (x64) in my case) to be re-installed. It will allow you to re-establish use of iTunes until the Apple software engineers fix the most recent disasterous upgrade (v. 11.1.4). You may be having a hardware problem that you cannot resolve on your own. Nevertheless...
...hold down the command and R keys whilst booting to try to get to your Recovery partition. If you can, use Disk Utility to try to Verify your boot drive (usually named "Macintosh HD" unless you've renamed it). If the verification fails, try to repair your hard drive. If everything appears to be OK, restart.
If you can't get into your Recovery partition, your problem is likely hardware related. If so, keep your appointment and see what the Apple techs have to say.

Try making a direct desktop icon for the Editor and see if you can launch the program directly from the desktop.
Right click anywhere on the desktop and select New à Shortcut
Browse to Computer OS C:
And find the PSE Editor application in Program Files or Program Files (x86) on Windows 7 - 64 bit.
C: à Program Files à Adobe à Photoshop Elements 9
Within the Photoshop elements 9 folder find PhotoshopElementsEditor.exe (with the blue icon)
Select that file and click Next.
Then click Finish.
You should now be able to launch by double clicking on the new desktop icon, bypassing the welcome screen.

Photoshop Elements won't access my HP printer

When I click on Print, my HP Fax software is opened even though the printer is selected. I reinstalled my printer software and still no luck.   The printer software is the default.   I see that others have had this problem but I haven't seen any suggested solutions for this.

This solution has been mentioned several times: The names of the printer and fax are too long. In Windows, open the properties of each device and rename them to something like "HP Printer" and "HP Fax". Ken

Elements 2.0 is an old version. The message may be due to the fact that your new HD is much bigger than your older one, and not due to the classical reasons:

This has nothing to do with CC or any of that. You have insufficient user privileges to write files locally on your computer or a technical issue gets in teh way. Since you have not provided any system info or otehr details, we cannot tell you more than that.
