Photoshop elements 6 is resizing my images

Question

I made 8 4x2s that will be place cards at a party.  I wanted to print them on a 8 1/2 x 11 cardstock, so I created a new file that is 8 1/2 by 11 300 resolution and white background.  When I drag  my images to this file it is resized.  It is resized to 5 1/4 by 2 1/2.   I have asked this question before and someone suggested that i save the files and use the file place and it does work without resizing, but this is such a pain.  Can someone walk me through the best way to do this please.  (By the way my 4x2 have a stroke inside of 75 px for a border. I don't know if this is messing it up or not.

Let's try this:
Open a blank, new file , 2x4", resolution 300px/in
Insert your picture
Enter text.
Flatten the image.
Save.
Open a blank, new file, 8.5x11, 300px/in
Access the file which you just saved and open it
Go to Select>all, Edit>copy
Go back to the 8.5x11 file
Go to Edit>paste. Your place card creation will be on its own layer
Access the move tool to position on this layer                                                                      Paste again, and you will have a 2nd place card on its own layer
Position
Repeat .......
I have to go out and will check later re your progress.
