Photoshop Elements 9 Contacts

I have PE9.  When I try to send a photo as an email attachment, I cannot input any contact info.  I get a pop-up that asks me to sign in to my Adobe ID.  When I try, it says Photoshop.com is not available, error code 400.  At no point do I get to a screen that allows me to input contact info, even from the  Edit menu.  I deactivated, uninstalled and reinstalled the program.  Still have the problem.  I don't have the problem on my laptop which I didn't provide with my Adobe ID.  Help!

Yes, unfortunately if you had a photoshop.com account, adobe stored your contact book online on the photoshop.com servers. Since photoshop.com is dead and gone, so is your contact book and everything in it.
