Photoshop is responding, but I can't do certain basic actions

I use Photoshop CC 2014. All of a sudden, today, I'm unable to do certain basic things like move a layer, or resize something. Photoshop isn't unresponsive, it's just selectively ignoring me. For example, when I click command+t to transform something, the transform border shows up, but I can't click it. It's also intermittent -- I just went to test it and it was working again, so I went back to my project, only to have it stop working again about a minute later.
I would be so appreciative of any insight someone could offer me.
Edit: I should add that I've restarted my computer, and there are no updates needed at this time.

Sorry to hear the incovenience in the worklow. Have you tried Resetting the Preferences for the Application?
It might be there are some settings that conflict during the loading process. As the issue started all of a sudden and was working fine before,
it can be caused by some change of settings. Usually when there is a real technical problem, the issue would be consistant and not sporadically.
To Reset the Preferences (Make sure Photoshop is not running at this time):
Windows) Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop CC/Adobe Photoshop CC Settings
Macintosh) Users/[user name]/Library/Preferences/Adobe Photoshop CC Settings
+ Rename the file: Adobe Photoshop CC Prefs.psp to OLD_Adobe Photoshop CC Prefs.psp (per example)
Also make sure that you try the same process with minimum other applications and processes running in the back so they can't cause a conflict.

Try:
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Restore from backup. See:
iOS: Back up and restore your iOS device with iCloud or iTunes
- Restore to factory settings/new iOS device.
If still problem, make an appointment at the Genius Bar of an Apple store since it appears you have a hardware problem.

Can you just try to re-install pse. If you have downloaded it from any source, try to download it again and then re-install it.

Photoshop Elements installed- but i can not start it. Why?

I downloaded Photoshop Elements 3 days ago and inserted my serialnumber. Everything seemed to work but i can not open the program. Since i have two licences i installed it at another computer, too- there it workes. But what can i do to have it on the first computer, too? Simply deinstall and install again should not work because i already tipped in the serial number and as far as i know you can only youse the serial numnber 2 times. Can you help me? Thank you

Creative cloud says it has updated and installed Photoshop CC 2014, but I can not find it on my PC

What the subject says. I updated/installed PS CC 2014 through the Creative cloud menu on my Windows 7 Pro 64-bit PC. It says it is installed. But I can't find it anywhere on my computer - nothing in teh start menu, nothing in the Programs or Programs x86 folders. Is there a way to re-install?

When i try ton print from my printer i keep getting the words (printer not responding ) but i can use my printer using internet exsplorer, why is that !.

When i am using firefox i have tried to use my printer which used to print okay but now every time i try to print anything i keep getting a message saying ( printer not responding and also close program or wait for program to respond.)
I am using windows 7 premium.

Right click the printer in System Prefences - Print & Scan and use Reset Printing System... and then reinstall the printer, should take less than 5 minutes. Here is a photo showing how to Reset Printing System....

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1.3. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.

My program needs to hide the UIStatusbar at the top of area, so I set the UIStatusBarHidden property YES.
But I can't handle any user action on this area.
How can I control the user's action on UIStatusbar area.

have a look at the Forms product section on otn. There is a java bean "getClientInfo" that can give you the name and ip address of the connected client.
The serverside pid of the Forms process is out of reach (on Unix you may be able to do a host command to get the Unix process).
Check the database documentation on how to find connected users.
