I am a single app (photoshop) subsciber to CC. How can I upgrade to the new photographer package with PS and Lightroom, etc?

No, it doesn't include Acrobat.
The Photography plan has Photoshop + Lightroom
Acrobat is available as a separate subscription or as part of complete Creative Cloud (Acrobat XI Pro).

I downloaded the Photoshop Elemenets 7 package a few years ago. I just bought a new computer - Windows 8. Can I install it on that computer too, or do Ihave to purchase a new package? And is Elements 7 even compatible with Windows 8?

If you want to have the photos stored on an external HD, you probably should move them there in your operating system before you import into Lightroom.
But, if you don't yet own an external HD, you can import from the internal hard drive and later move the photos to wherever you want them to be, as long as you do it properly.

It depends what you need to upgrade to. You probably cannot upgrade CS4 to a newer Creative Suite because it is most often no longer in the upgrade path. Usually CS5 is the minimum in the path, and the only upgrade that you could get is for CS6 since Adobe does not sell older versions.
If you would like to join the Creative Cloud then you should be able to upgrade to the special introductory plan they have for Creative Suite owners.

No such thing. It's a single package, all or nothing.
Actually, I figure Lr is pretty much worthless anyway, at least to me, so I think of the Photography Plan as a 50% reduction on Photoshop, period.
I guess ( I ) we have less than 2 hours to subscribe, if we wanted to lock in the rate.

There is no serial number for the CC version of LR.
You should uninstall the trial which is asking for a serial number – your catalog and images won’t be affected.
Then Quit the CC Desktop application, using Gear / Quit or right-click / Quit
Then restart the CC Desktop application.
Now you should have LR listed in the CC Desktop apps list with an Install button.

What is your computer operating system, and is it 32 or 64 bit?
At this time, is Premiere Elements 12 listed in Control Panel/Programs as an installation product?
Where did you purchase this Photoshop Elements 12/Premiere Elements 12 bundle - from Adobe as an online download or from an authorized reseller offering the box packing with installation discs? From your "The download doesn't seemed to have worked", I am assuming that this was an online download from Adobe.
On your computer, you should have started with 4 installation files
Photoshop Elements 12. An .exe file and .7z file specific for Photoshop Elements 12...and file targeted appropriately for 32 or 64 bit computer.
Premiere Elements 12. An .exe file and .7z file specific for Premiere Elements 12...and file targeted appropriately for 32 or 64 bit computer.
You double click the .exe first and afterward as indicated .7z.
Each of these products will have its own serial number.
Do you now have those components. If not, then you need to start again with the download to get those files on your computer in order to start the product installation.

Photoshop cc photographs show subtle lines of variation in brightness across the width of the page.

I have tried this on 2 differernt Brother MFC 9970CDW printers, one of which is brand new. I have tried all the options in the printer dialog both in photoshop and the printer. I can print other photographs in inDesign and other products perefectly on the same printers. However, photos process in photoschop cc have the same problems even if place in indesign and printed from there.

Any chance you could post one of the photos that's causing this issue?
Are you using 8 bits/channel? Do you have Dithering disabled?
Notwithstanding what Chris has said, it may be that you've introduced posterization into your document by the way you've processed it. Perhaps it's just not as visible on your screen as in print. But without seeing what you are seeing we can't judge.

CC Photographer Package - is Extendscript Toolkit included

I'm interested in the smaller CC package that includes Photoshop, Lightroom, Bridge. There is no mention of Extendscript Toolkit. This used to be included in the creative suites free of charge.
Can anyone confirm if it is currently included in the 'Lite' version of CC?

Adobe Edge Animate is available only with full plan of Creative Cloud. Unfortunatelly it's not available with subscription of single app.
