There is no solution. You have to provide the ID and password. There is no way around it. If the person you bought it from can't provide it, return it and get your money back.

Looking at the Experia J features it does seem to support Wifi Hotspot, but there is no mention of a Bluetooth hotspot. Different phones offer different things.
The iPad issues the message, because there doesn;t seem to be anything it can do with it. But this is not something apple is blocking its more a limitation or a non present feature of the phone.
From the Manual which I assume you've read through:

Secondly, you need to go back to Apple in the country in which you bought the phone and get help with it there. Go back to the Apple store in the country in which you bought the phone. The warranty on the iPhone is not international, so is only valid for the country in which you bought it.

I changed my Apple ID email and can't access my iCloud account because it's with my old email and I don't know the password.

I got a new phone and I can't sign into iCloud (it keeps bothering me about it so I wanna just end this). I changed my Apple ID email a while ago and now iCloud won't let me sign in with that email. I do not know my old password for my old email with iCloud. Is there anyway I can just change that email all together without providing a passwod for that stupid old account? I'd love some help because I've been trying to fix it for several hours.

Here's an updated set of instructions you can try:
Make sure you are signed into iMessage and FaceTime with your current ID. If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.) Now go to Settings>iCloud, turn off Find My iDevice and enter your current password when prompted (even though it prompts you for the password for your old ID). Then save any photo stream photos that you wish to keep to your camera roll (unless using iCloud Photo Library). When finished go to Settings>iCloud, tap Sign Out (or Delete Account if you are not running iOS 8) and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address back to the way it was. Now you can go to Settings>iCloud and sign back in with your current iCloud ID and password (your data will download back to your device).

I followed instruction to move my library from C:\users\%loginname%\My Music\iTunes to any where other than C:\ after changing the folder in Preferences\Advanced and choose File\Library\ organize library the folder structure is being created but any new item or file will be saved to the original location at C:\ !!!
Please reply if you have any idea or solution, I have even try the iTunes 9 (64) it acts the same behavior.

I tried to download the latest version of iTunes but failed half way through. It suggested that i reinstall we I tried. However, i now get this message which states "Application has failed to start because MSVCR80.dll was not found. Reinstalling the application may fix the problem"
I have tried this but with no success. I have therefore found that I cannot access my iTunes library at all now.
What should I do.

Go to command Prompt -
(Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
(Win XP SP2 & above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
In the "Command Prompt" screen, type in
netsh winsock reset
Hit "ENTER" key
Restart your computer.
If you do get a prompt after restart windows to remap LSP, just click NO.
Now launch your iTunes and see if it is working now.
If you are still having these type of problems after trying the winsock reset, refer to this article to identify which software in your system is inserting LSP:
