Please help me, is my main board being overclocked?

hi all,
I'm using MSI 845PE Neo, Intel pentium 4, 2.8Ghz, 256 MB Ram.
my CPU fan's speed is about 5200 rmp, it's temp is about 60*C.
Is mycomputer being overclocked?
My cooller is made by Pentium, and the configuration in BIOS:
Dynamic overclocking: Disabled
Spread Spectrum: Enabled
Cpu Ration Selection: Locked
Cpu FSB Clock(Mhz): 200
AGP/PCI Clock(Mhz) :60.01/34.00
DDR Power Voltage
(..Al the above info are in yellow...)
DRAM timing setting:
DRAM frequency: Auto
Configure DRAM: timing by SPE: en
Since the Cpu' temp is so high, the CPU fan's speed is high. Consequently, it is very noisy.
Anyone helps me?

Your bios setting look good.  Have you experienced any instablility or random shutdowns?  You might try adding a front case fan to bring in more outside air as well as a rear fan to help exhaust the heat.  I realize this is somewhat drastic but I modded my case to use a side panel fan to blow air directly onto my northbridge chip, AGP card and cpu.  It dropped my cpu temp 4 degrees at full load.  My system runs at 53 degrees at full load even after 8 to 10 hours.
