Resetting security questions Apple ID

Call Apple Support and state that you need to reset your security questions but do NOT have the reset link on your account.  They will transfer you to Tech Support and even this person will not be able to fix it.  Tech Support has to transfer you to Apple Security.  NOTE: Only Tech Support can transfer you to Apple Security.
Apple Security will ask to verify personal information with you such as name, device serial number, email address associated to your account, your address, and if you have a credit card on file, if you don't have a credit file, which was my case because i had never purchased anything before, then you will have to AT LEAST be able to answer ONE of the security questions.  I never the the pressure so much in my life since I was in school!
Anyways, once you verify all his questions, Apple Security will re-set your questions and you will be able to go back to your AppleID, log in, and re-enter your security questions/answers, add a recovery email address if you don't already have one, etc.

    You go to appleid.apple.com and if you know  your answers you can then reset them my answering your security questions.
    If no then you need to call apple and speak with account security where they will verify your identity and then be able to reset. If you can't verify your identity then you can't reset them.
    If you email itunes they will just tell you to call.

    You've followed the instructions on the HT5312 page that you posted from ? i.e. you've gone to https://appleid.apple.com/ and clicked 'Manage your Apple ID' on the right-hand side of that page and logged into your account, and you've thened click on 'Password and Security' on the left-hand side of that page - on the right-hand side, below the two questions, is there an option to send security question reset info to your rescue email address ?
    If you aren't getting the reset link then you don't have a rescue email address on your account, and you won't be able to add one until you can answer your questions - you will need to contact Support in the country where you and your iTunes account to get the questions reset.

    When they've been reset (and if you don't already have a rescue email address) you can then use steps 1 to 7 half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

    If you already have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address set up then go to Express Lane  and select 'iTunes' from the list of 'products' in the middle of the screen.
    Then select 'iTunes Store', and on the next screen select 'Account Management'
    Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
    You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox).

    The reset link will only show if you have a rescue email address on your account, an alternate email address is not used for resetting security questions.
    How many security questions do you have on your account ? From http://support.apple.com/kb/HT5665 :
    If you have three security questions and a rescue email address, sign in to My Apple ID and select the “Password and Security” tab to send an email to your rescue email address to reset your security questions and answers.
    If you have one security question and you know your Apple ID password, sign in to My Apple ID and select the “Password and Security” tab to reset your security question.
    If you have one security question, but don't remember your Apple ID password, contact Apple Support for assistance. Learn more about creating a temporary support PIN to help Apple confirm your identity when you contact Apple Support.
    If you can’t reset them via the above instructions (you won't be able to add a rescue email address until you can answer your questions) then you will need to contact Support in your country to get the questions reset.

    If you established a rescue email address, there will be a link on the "Passwords & Security" page of id.apple.com.  Clicking the link will send the reset to your rescue email address (NOTE:  This is not the same address as your Apple ID email)
    If there is no link on the page, then you didn't establish a rescue email address.  Contact AppleCare at 800.694.7466, and ask for account security.  You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.

    The reset link, as described in steps 1 to 5 on this page, will only show if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account. If you don't have one then go to (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support / Apple to get the questions reset.
