Not with the SN.
- If you previously turned on the FIndMyiPod feature and location service is on, and wifi is on and connected go to iCloud, sign in, and go to FindMyiPhone. It the iPod has been restored it will never show up.
- Report to police and change the passwords fro all accounts used on the iPod.
- Apple will not help

If you had the Find My iPhone application installed and location services turned on, you can track the iPod touch, but you can not use the serial number to track it.

If you enabled Find My iPod on it before it was lost, you can go to icloud.com on your computer and try to track it as explained here: http://help.apple.com/icloud/#mmfc0f2442. If you didn't, there is no way to track it. You'll have to just physically look for it.

No. You will have to find it the old fashioned way, like if yo lost a wallet or purse.

No one can find it for you. If you did not set up Find My Phone, then it cannot be found.

I do not believe that your parents will go "spastic" because your iPod was stolen. I'm thinking that you jailbroke it yourself. Am I correct?

Restore, if iTunes will let you. Everything except the password will be restored. Connect via cable to the computer that you use for sync. Be forewarned that it takes a long time. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod. As before, say "yes." Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time. If that happens, only the apps that are part of the IOS will appear on your device. Corrective action is simple - choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore, go into Recovery Mode per the instructions here. Also, if you have IOS-7, read this.

And I saw the track your ipod thingy and that setting is on, but I never knew how to use the locator when you lose your ipod/stolen because I want to track this theft and I want to prosacute him or her! And if you solve this im calling the police on the person who stole it. It had my company's information but it does have maxed out security. I have a 15 digit password, and my browsers are blocked as well as photos.

Is there any way to locate an iPod touch when find my iPhone has been downloaded to it but not switched on this same iPod touch?

There is no need of a 'tracking device'. Hope you turned on the Find my iPhone button in the Settings app. If you did, just go to www.icloud.com , signin with your Apple ID, go to devices and from there you will be able to locate it's position, erase, seta passcode, play sound, display a message, etc. remotely! Note that this works only when the iPod is connected to a Wi-Fi network.
If you didn't turn on the Find my iPhone setting, you are out of luck!
