Pls Help iphone4 compatible sim from supported carrier (UK)

Im scott, I dont own an iphone so know nothing whatsoever about them. this is our issue pls help :
My sister purchased an iphone 4 from a woman at her work. Her husband upgraded to iphone 5 so sold his old one to my sister.
My sister currently has a blackberry on contract to virgin media here in England. She took her BB along with her new iphhone to a local phone shop
They cut her simcard down to size and put it into the iphone. When we turned it on we got this message
'only compatible sim cards from a support carrier....... ' I called our current contract to exdplain what we were intending to do and swap settings from a blackberry to her new iphone... they said we needed to contact the original service provider... here lies our issue.
My sister works as a nurse.. she called her collgue to explain all this and ask what network he was on. She doesnot kno and her husband isnt home for another cpl weeks he is military. My sister doesnt want to wait a few weeks to use her new phone. Is there anyway to unlock and activate this phone giving all the detials of the phone and confirmation from his wife regarding the new user ?
Ive read on the internet about jailbraking and all that nonsense.. but i dont want to damage the phone.. It isnt stolen isnt lost sureley i dont have to 'hack' into a perfectly legitimate phone to use do i? My sister simply wants it to work with her contracted sim .. with the benifits and features iphone offers. Please can someone help...

Ok the iPhone will be locked to his carrier and will NOT work on any other network until the Carrier unlocks it
He will have to contact them to arrange for an unlock ,or your sister switches to that carrier
The good news is all UK Carriers will unlock the iPhones and often without charge but best handled by the previous contract holder
Until this happens "the woman at work " has sold you a paperweight
Also a BB sim will not work in an iPhone try getting the correct sim at the correct size from who ever her BB carrier is ,one of their stores will probably try an Apple sim from one of their iPhones ,if it works the above is unneccessary as you both seem to be on same carrier
If you attempt any other route Apple will not ever touch the iPhone and you will also get no further help from this Apple hosted User Forum

It has NEVER been possible to purchase an unlocked iPhone 3G in the US. Your phone was hacked. Updating it has re-locked it to AT&T. AT&T will NOT unlock iPhones for any reason.
The phone is now useless to you. There is no legitimate way to fix this. Buy a new phone. Preferably in India. -

99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.
So, either get a sim card from the carrier your phone was originally locked to, or get it officially unlocked, if you want to activate it. Because it appears that it was not officially unlocked. -

Only the carrier it is locked to can authorize unlocking it. Yours is obviously locked to a carrier other than the one you are trying to use.
Contact the carrier it's locked to and find out if they offer unlocking and if you qualify to have it unlocked. -

Why having problems with the sim, not supported carrier?
My provider Orange UK has allowed me to unlock my iphone and has send to me all the steps. WHen trying to unlock my iphone, it gives me this message error
" The SIM card that you currently have installed in this iphone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iphone. Please insert another SIM card from a supported carrier or request that this iphone be unlocked by your carrier. I have followed AT&T instructions to unlock the phone and don't have any micro-SIM handy to try it out.
Did you receive the message that says "Congratulations! Your phone is now unlocked etc. etc." after completing the restore of your phone?
If so; Then the phone is completely unlocked.
If not; Then the unlock has not completed correctly, in which case you should attempt restoring again, and then failing that, contact ATT to make sure the unlock has fully processed from their end -

I am using WebSphere as my application server and NT4.0 as OS.
I wish to connect to Oracle db which is located at another server.
Currently what I have is Oracle Client Software v7.3.4. There is error when I want to start the service.
So I suspect that it is not compatible and it might require Oracle 8i in web environmt and to support WebSphere Application Server as well.

Alternatively you could use the Embedded PLSQL Gateway if you don't want to install Apache (depending database version you are on).

Anyone had any luck with trying to get a nano sim from the carriers yet?
These nano sims are a bit annoying seems like all the carriers in the UK, mine being Orange won't give me one till the 21st. That means I'll have my Iphone from Apple on the 21st but won't be able to use it as a phone because Orange refuse to give me a sim for it

Two possibilities for you:

There is no supported method to downgrade iOS.
Put the device in DFU mode and restore. Be aware, ALL iPhones require a valid SIM for activation. The SIM does not need to be for an active account, but it must be a SIM from the carrier the device is locked to. -
