I'm using CS4 ONLY because I have a 32 bit Windows 8.1 computer which has Nvidia GFX card and an i5 processor.
It has 4GB of RAM and that's all you need to know. Please help me guys. <3

No. There is no way they could do that. Especially not in CS4.
There are a lot of people in the same situation as you who pop on the forums with some frequency. Well, not usually trying to run such an old version - it's usually CS5 or CS5.5, but the issues are similar: odd error messages. Trying to run old versions of software on new, unsupported operating systems can be a fun exercise (like getting Linux installed on a potato). However, even if it does work for a while, the least little thing can cause it to foul up. Maybe Windows updated, maybe a background service that wasn't running before is running now, maybe something subtle changed in your registry or your display settings or any of a thousand different things. The bottom line is that something changed between when it was working and now.
The error message seems to indicate some sort of issue in your registry. That is a tricky area to mess around in. Have you installed ANYTHING on your computer between when it was working and now? Added any browser extensions? Installed any codec packs? Downloaded any apps? Updated any software?
By the way, it's not very expensive to bump up to a 64-bit version of your OS if you did want to use a modern version of After Effects. I mean, if you want to continue working with After Effects, it would be a lot easier to use an older OS or a newer AE than to keep trying to kludge it like we are. -

You should never try to charge or turn on a wet electronic device.
You should let it dry for a week or so, then try. -

If you just search for Photoshop Elements (without limiting it to Photoshop Elements 8 as I did) you will get even more results...most if not all things should work in version 8. (Version 8 user interface will look different and may have additonal features as each version gets new goodies.) -

It sounds like your iMac display will turn off unexpectedly, but you can tell the computer is still on because you hear audio.

It sounds like you are getting static on both the receiver and the speaker when you make a call. I would use the troubleshooting from the following article to help resolve the issue named:

Toggle airplane mode: Tap Settings > Enable Airplane Mode, wait five seconds, then turn off airplane mode.
Check your phone settings:

See if Call Forwarding is turned on: Tap Settings > Phone > Call Forwarding.

Restore the phone as new.
If the above steps don't resolve the issue, go to an Apple Retail Store, carrier, Apple Authorized Reseller, or contact AppleCare to send the phone in for service.

I have tried everything and nothing works. When the computer starts it makes weird sounds and also when I try to eject it. Nothing Works! Please Help.
I had that happen with a MacBook. It turned out that the metal case above the slot was slightly bent down.
Putting a flat blade screwdriver in the slot and gently twisting it to move the metal case up allowed it to eject. Don't put it in too far you only want to bend the case not the drive.
The case can get bent down by picking it up with your thumb pressing down on the case above the slot. -
