Pop up message "Your Apple ID is Disabled" on Iphone 4s

when trying to update apps, or purchase new ones, via iphone or at itunes site, I get the message that my AppleID has been disabled.  I have changed my password, and been in contact with a real person, at Applecare, who directed me to itunes.  Not finding any steps or resources on how to fix this.  Thanks for your help!

I see you, "changed" your password now try "resetting" that password >  Apple - My Apple ID
If that doesn't help, try account management >  Apple - Support - Apple ID
