Premiere Elements 7 / New Computer / 32-Bit or 64-Bit?

I need a new computer. I have a Dell Dimension 8300 (purchased in 2004). During video capture I am always dropping frames; while editing, the computer will periodically freeze; and is very sluggish. I am looking to purchase a  Dell XPS 9000, or have a computer build. Problem is, the Dell has a 64-Bit motherboard and the computer the person proposes to build for me will have a 32-Bit motherboard (limiting my system RAM to 4 GB).
The new computer will primarily be used to capture and edit video and author DVDs, and be ready to author Blu-ray DVDs in the future.
I have used Premiere Elements since it first came out, and am presently using Premiere Elements 7, and really don't intend to go beyond the consumer level of video editing software; I still have much to learn about Premiere Elements.
My questions:
Do I go with 32-Bit or 64-Bit?
Will Premiere Elements 7 (and 8) run on a 64-Bit system?
Do I have a computer built, or will a Dell XPS 9000 be a better choice?
In building a computer I wanted a say in the components that would go into it. Dell gives you a say, but not a say in such components as the power supply, or what brand name HDDs to put in, or what brand name Optical Drives, the number of fans, et cetera.
Here is what is proposed for the computer to be built:
Intel Quad i5-750 2.66 GHz 8M LGA-1156
Intel Chipset Gigabyte GA-H55M Motherboard w/ Integrated DVI / HDMI / VGA HD Video and PCI-X slot for PC-X Video
RAM: 4 GB (2.2GB) DDR3 PC-10666

HDD #1 (Western Digital 500 GB)
HDD # 2 (Western Digital 1T)
Optical: DVD+/-RW / DL 22 X SATA
Capture Card: PCI 3-port Firewire 1394
Windows 7 Professional (32-Bit)
Monitor (Dell 1680 x 1050) and mouse and keyboard are not included as I hope to use the ones I presently have.
Cost: $1,865.

For "future-proofing," I would go with 64-bit. There are still some driver issues and also many 3rd party add-ons are not yet 64-bit, but most are working on them. I would anticipate that the driver issues will be pretty good by SP-1 (no date that I know of).
I would guess that PrE 9 will be either a dual OS program, or at least totally optimized for 64-bit.
Dell seems to do nice machines, but they do ramp up the prices, if you want anything but their stock configuration. One might well get more, if they have a good local shop build the unit custom. That will depend on where you are located, and how good the shops and techs are there.
Looking over the specs., I would add one additional 1TB HDD, for a total of 3. I would add a BD burner, in addition to the DVD multi-drive. With 64-bit, you WILL want to bump the RAM up, and with DDR3, you will want say 9GB or 12GB. (RAM is cheap, though Dell might not think so). I would also look into a 850-900W Power Supply. Did not see Dell's selection.
This is just a guess, but I would anticipate that you could get these additions locally, for about the same price as Dell's system. Also, you will not have to remove, or disable the bloatware that any company will likely sidle you with.
You might want to look over the linked articles HERE. Harm is the Hardware guru in the PrPro forum, and keeps atop all developments. Now, some of his suggestions are for full-blown NLE workstations, but I think that all can be translated down to something less than a super-computer.

    If you purchased Premiere Elements 11 from Adobe or an authorized reseller, you should be able to take your disc to
    your new computer and install the program with your purchased serial number. No need to contact Adobe unless
    anything below applies to your situation.
    If you purchased from a private party, then you would contact Adobe regarding transfer of license. If that is not the
    case in your situation, you should not have to contact Adobe.
    Transfer an Adobe product license
    Adobe allows you to use the same purchased activated serial number on no more than 2 of yours computers. If you try
    to install that same purchased activated serial number on a 3rd computer, you will get a message from the program that
    you cannot do that and that you would need to deactivate one of the other two to be able to install on this serial number this third computer.
    The complication occurs if the purchased activated serial number is trapped on a broken computer so that you cannot get to Premiere Elements
    on that computer to deactivate it. Then you should try to contact Adobe to help you in that type of situation.

    What computer operating system is involved? I will assume Windows 7, 8, or 8.1 64 bit for now.
    If your Premiere Elements 9 was registered when first installed, the serial number for it may be at Adobe.
    Please go to the Adobe web site http://www.adobe.com, sign in with your Adobe ID and Password, in the Search field type My Products.
    Then follow the My Products link to your products. In the Your Products list find Adobe Premiere Elements 9 and click on it to reveal the serial number.
    After Premiere Elements 9 is installed, remember to download and install the 9.0.1 Update from
    Adobe - Premiere Elements : For Windows : Premiere Elements 9.0.1 update
    I have assumed that your program is on a Windows computer.

    Has the program ever opened to the Expert workspace or the Quick workspace?
    Some of the typical drill questions:
    1. Does the problem exist with and with the antivirus and firewall(s) disabled? Do you have any other security programs
    on your computer?
    2. Are you running the program as Administrator in a home computer in contrast to a school or company network?
    3. Are you using a pen and tablet device instead of a mouse?
    4. Do you have the latest version of QuickTime installed on your computer with Premiere Elements?
    5. What video card/graphics card does your computer use and is the driver version up to date according to the
    web site of the manufacturer of the card?
    How far do you get...Welcome Screen, Video Editor, New Project or elsewhere? Any error messages?
    Let us start here and then decide what next.

    ich plane derzeit den Umstieg von DV auf HDV. Arbeite seit Jahren mit Premiere und in den lezten Jahren expliziet mit Premiere elements 3 auf einem Rechner speziell für diese Anwendung konfiguriert.
    (Quad core; 4 GB RAM etc)
    Im Rahmen der Planungen beschäftige ich mich auch mit OS 64 bit.
    Konnte bis dato nicht eruieren, ob Premiere elements 7 unter Vista 64 bit läuft (wohl wissend, dass es sich dann um eine 32 bit Emulation handelt)Die bessere Speicherverwaltung eines 64 bit Systems wäre aber gewinnbringend.
    Hat jemand damit bereits Erfahrungen gesammelt die er beisteuern kann. bin dankbar um jeden Tipp.

    ich habe Premiere Elements 7 mit der 64 Bit Version von Vista laufen. Tatsächlich läuft es als 32 Bit Emulation, ansonsten konnte ich keine Einschänkungen festellen.

  • Can you have more than one version of Premiere Elements on one computer

    I have an Apple iMac 2.5GHz Intel Core i5, 8 GB Memory running OSX 10.7.5. I currently have Adobe Premiere Elements 9 installed and just purchased Premiere 11. I know they changed a lot on the new version and want to make sure it performs well on this computer and want to keep the older version in case my previous projects don't mesh well with the newer version. Can I have both versions installed on this computer?

    Having more than one version of PrE on a computer has never been an issue for many users. Some have had up to four installed, for testing, and for gaining familiarity with newer versions. I do not recall any having any issues, at least not any, that were posted.
    While I seldom have more than one version of PrE installed, I often have several versions of Adobe Photoshop, and have never had an issue. Same with Adobe Audition, and PrPro. Most Adobe programs (Acrobat Reader is one exception) will install in totally different folders, and there are seldom confilcts.

  • Adobe premiere elements 11 rendering at lower bit rate than i select

    Hi, I'm using Adobe Premiere Elements 11, 64-bit Windows.
    I keep trying to render a project at a bit target bit rate of 10.05 MB/S (.h264 1080p MP4) but the resulting .mp4 file keeps coming out with an average bit rate of around 7000kb instead of 10,000kb...
    The source files used in the project are 17mbs..
    Other projects are rendering fine.
    Would be very grateful for some advice.
    Edit: Now realised it's happening to a substantial fraction of my projects. I am being very careful to select the right render settings

    and, under the Advanced Button/Video Tab of the preset, what are your setting for Maximum Bitrate to go along with the 10.5 Mbps Target Bitrate (the units there are Mbps or Mb/second which is megabits per second).
    b. I believe that each encode needs to be looked at separately.
    One example...Original AVCHD.mov file, 1920 x 1080p29.97, 69.9 MB, 12.579 seconds, and Bitrate Overall 46.6 Mbps and Bitrate 45 Mbps.
    I decided that i would try for an AVCHD.mp4 export whose properties read out would include bitrate 10.5 Mbps.
    I selected Publish+Share/Computer/AVCHD with Presets = MP4 H.264 1920 x 1080p30, and, in the Advanced Settings set Bitrate as VBR 2 Pass
    Target 10.5 Mbps and Maximum 15 Mbps.
    The result was an AVCHD.mp4 1920 x 1080p30 file with a Bitrate Overall 10.8 and Bitrate 10.6 Mbps.
    Second example..Original AVCHD.mov file from another camera, 1920 x 1080p30, 24.0 MB, 14.14 seconds, and Bitrate Overall 14.4 Mbps and Bitrate 12.2.
    I selected Publish+Share/Computer/AVCHD with Presets = MP4 H.264 1920 x 1080p30, and, in the Advanced Settings set Bitrate as VBR 2 Pass
    Target 5 Mbps and Maximum 10 Mbps.
    The result was an AVCHD.mp4 1920 x 1080p30 with a Bitrate Overall 5.17 Mbps and Bitrate 5.006.
    Please review and consider.

    I have tried to re-install Premiere Elements several times without solving the problem. I pick New Projects and it just goes into never never land and the arrow continues to spin. Then I have to X out of the program.

    What antivirus program does not your computer use...McAfee? If so, please disable it and determine if your issues are gone.
    Also, right click the Desktop Icon for Premiere Elements 12 and select Run As Administrator.
    If not....
    When you have uninstalled reinstalled the program, have you done so from the same installation files downloaded and purchased?
    Have you looked a uninstall, ccleaner run through for the computer, reinstall with antivirus and firewalls Off, using a new set of
    installation files either from your Orders at Adobe or from the following web site

    New install of premiere elements 8. Installed 8.0.1 patch successfully. Installed Quicktime.
    SYSTEM
    Windows 7 64-bit
    Dell Inspiron 660
    8 GB RAM
    1 TB hard drive, 700 GB available after install
    All menu items are greyed out except for File | New, Open, Exit and some Help menu items. Will create a project but then does nothing. Reopening the empty project results in Elements/Pro compatibility message. Unusable.

    Thank you ATR. I followed your sequence of checks. RESOLVED BY DISABLING PORTION OF AV FUNCTIONS BEFORE LAUNCHING APPLICATION.  Here are the steps.
    I had not even tried Premiere Elements Organizer. When I did, it appeared to run fine and actually the AutoAnalyzer Options only appear under its Preferences menu, I later found out. Those options were then disabled with no change to the issue.
    I removed and reinstalled the program with an internet connection and McAfee firewall and AV off. And then ran the program with an internet connection.  No change.
    I deleted the Adobe Premiere Elements Prefs file first, and then the whole 8.0 Folder in which the Adobe Premiere Elements Prefs file exists. No change.
    The program was installed in the default c: drive location so no change there.
    The problem went away with antivirus and firewall(s) disabled!. I narrowed it down to what McAfee calls "Real-Time Scanning" under "Virus and Spyware Protection." The level of control McAfee LiveSafe-Internet Security affords under "Real-Time Scanning" is not very detailed. The setting that makes the difference is under "Scan These Files" is "Programs and documents only" instead of the default "All files (Recommended)."
    Now going back upstream, I enabled the firewall fully. Firewall makes no difference if I shut it off globally or allow individual program exceptions...it still runs fine. I also enabled all the AutoAnalyzer Options and program still runs fine. Perhaps this is a rabbit trail for non-resource-limited systems.
    Hopefully this helps others with the same problem.

    1. Go to the Adobe web site http://www.adobe.com, sign in with your Adobe ID and Password, go to the Search field at the top right of that web page and type in My Products.
    2. Follow the My Products link to find your Adobe Premiere Elements 10 product. If you find it, chick on Adobe Premiere Elements 10 to reveal its serial number.
    The software part
    1. Go to the following web site and download and install the tryout of Premiere Elements 10. During installation insert your purchased serial number.
    Be sure to read and carry out carefully the web page's Note: Very Important Instructions" and its click "here" before all else in order to avoid Access Denied.

    Pre-installed programs do not always come with serial numbers. This type of matter needs to be resolved at the time of purchase of the computer.
    You need both installation files as well as the purchased serial number for those files to move forward. Adobe cannot help you on this type of situation.
    Your last resort is Sony who probably will not be able to help you unless you have a sales agreement stating your rights.
    We will be watching for further developments. I am hoping that the route that I have suggested works.

  • Silent install Premiere Elements 10, 32 and 64-bit

    My question is how do I combine the 32 and 64-install files, or do I? I have an x86 folder for the 32bit, and x64 for the 64bit versions of Premiere Elements. Each has a PRE 10 and ReadMe folders. Can I combine these folders together, so both 32 and 64-bit versions are all in one PRE 10 folder? It would appear that some files would be overwritten, although most appear to be identical, so not sure how important that is.
    Also, can you clarify the setup and location of the optional content folder. I have a folder called "PRE 10 Content" that has several subfolders such as "Adobe Premiere Elements 10 Content 1" and "Adobe Premiere Elements 10 HD Content 1" etc. My understanding is the top level folder should be renamed Templates, but I seem to be getting stuck as to exactly which folder that is. Should the set up be PRE 10\Templates\PRE 10 Content\Setup.exe.
    Or, are the installers for 32 and 64-bit versions of Premiere Elements meant to be separate from each other?

    John T. Smith's input sounds sound, there may be one block in pursuing that suggestion.
    I would agree with John T. Smith that Adobe is the one to sort out its Adobe Tech document for you if it will. It often restricts its assistance if the matter does not relate to purchased/registered/current version. And, Premiere Elements is not the current version.
    Have you contacted Adobe about this matter and been refused help for the reason that I referred to?
    And, out of curiosity, I would ask "Does the following apply to you?
    Only Enterprise customers can perform the following procedures to silently install Adobe Premiere Elements 10 on Windows with an Adobe volume license (AVL).
    What computer are you using and how many installation discs do you have?
    Adobe is indeed your first choice, maybe your only choice, on this if it will help you with version 10.

    Hi, I've been using Photoshop Elements for several years, but am new to the forum.  I recently got a new Windows 7 computer and moved all my files, including photos, using a Windows 7 migration cable. I was using Photoshop Elements 6 on my old Windows XP computer and want to upgrade to Photoshop Elements 8 on the new computer.  How do I get my catalog into PE8?  Based on what I'm seeing in the posts on this forum, I'm thinking that I've gone about this the wrong way.  It looks like maybe I should delete my photo files from the new computer, then install PE8 on the old computer, do a backup in PE8, and restore the backup on the new computer in PE8. Does this make sense, or can someone suggest a better way to do this?  Thanks for your help.

    That is definitely the most reliable method.  You're changing three things at once: new computer, new version of Windows, new version of PSE.  The catalog conversion process (upgrading to a new version of PSE) and backup/restore are both fairly buggy, so it's wise to do one step at a time to make troubleshooting and workarounds much easier.  It's also better to use the most recent (less buggy) PSE 8 to make the backup, rather than PSE 6.
    People are tempted to take a shortcut on this and try to use PSE 8 on the new computer from a PSE 6 backup.  That will often work, but when it doesn't, they then waste a lot more time trying to make it work.   As the Car Talk Guys used to say, "It's the cheapskate who pays the most."
