Premiere pro cs4 startup error 127

Question

I cannot get Premiere Pro CS 4 to start get startup.dll error 127. I tried the Encoder fix but thaat did not help. My win8.1 crashed so had to reinstall, premire was on mt external drive so program was not affected. I still had to reinstall cs4 as I thought sa file was erased on c when I rebuilt windows, no change.
Any help to clear the error would be nice. Also problem with encore, will not start.Thanks

Well, the Media Encoder actually works if I choose any video that's NOT in Premiere and want to encode it into something else. Apparently it can't find the media source location. Here is the error message.  Although, I have never changed the location and it has worked fine until I had the previous problem. The only other thing I can think of is that I permanently trashed m prefs folder (*doh* slaps forehead).  Otherwise, nothing has changed and it will not encode anything I exported nor send it to Encore.
