Printing 2 pictures with one mat at 8*10

Frustrated: Here's my problem - I cannot get two pictures to print at 8*10 in one matt frame that fills the paper - it will always shrink it to a size much smaller than the full 8*10 print size. Here's what I'm doing:
1) Click two pictures - select print
2) I set paper size to 8*10 borderless and print size is 4*6
3) I click "customize" at the top after finishing #2.
4) Then, I select a theme - simple border, double matt, etc.
5) Only then (after step 4) can you select a layout for more than one picture. So, then I'll select a layout with two pictures and the whole thing shrinks to about half the size of the 8*10 layout.

Here's how I was able to get two photos on 8 x 10 stock with mats:
1 - select the two and type Command+P
2 - select paper size 8 x 10 borderless and print size 4 x 6 (this gives me 2 photo on one page)
3 - click Customize.
4 - click Themes and select the mat design.
5 - click Background and select the color.
6 - click Borders and select border style.
7 - click Print to get the the default print window.
We seem to be using essentially the same workflow to a point.
