Problem with EL variable

Question

Hello everybody,
i'm trying to show into my jsp page, value of a variable that i've seted wit <c:set... construct.
The problem is that when i try to see the value by ${variable} into <c:out... tag construct the JSP show me into screen exactly ${variable} !!
It seems that jsp container doesn't recognize EL construct ${variable}, but i've uploaded EL library commons-el.jar into WEB-INF/lib of my application.
The construct that i use is:
<c:set var="message" value="Guest"/>
<c:out value="Welcome ${ message }"/>
and i have the following screen's result: Welcome ${ message } :-(
Can anyone help me please?

Hello,
as first thank you for your immediate answer.
Then i'm using Tomcat 6.0 on my local machine under Windows Vista Business.
I'v downloaded jakarta taglib 1.1 and i have put .tld files that i want use for my tags into WEB-INF folder.
Then i've configured web.xml as following:

<taglib-uri>http://java.sun.com/jstl/fmt</taglib-uri>
<taglib-location>/WEB-INF/fmt.tld</taglib-location>
</taglib>
<taglib>
<taglib-uri>http://java.sun.com/jstl/core</taglib-uri>
<taglib-location>/WEB-INF/c.tld</taglib-location>
</taglib>
<taglib>
<taglib-uri>http://java.sun.com/jstl/sql</taglib-uri>
<taglib-location>/WEB-INF/sql.tld</taglib-location>
</taglib>
<taglib>
<taglib-uri>http://java.sun.com/jstl/x</taglib-uri>
<taglib-location>/WEB-INF/x.tld</taglib-location>
</taglib>
Then i've uploaded (WEB-INF/lib) following jar for jstl: jstl.jar and standard.jar
About commons-el.jar i'v uploaded it only as last attempt because i can't understand why web-container understand tag <c:out, <c:set... etc but it can't recognize expression ${variable}.
I'm sure that it's my mystake, but theorically i think that it's all correct :-(
