Found this several months ago when I updated ITunes. I don't know why they still haven't fixed this, but I had to do this again yesterday 10/13/2011 when I updated.
With Windows Explorer, navigate to your C:\Program Files\Common Files\Apple\Apple Application Support folder.
Copy the SQLite3.dll that you should find there, navigate to the nearby Mobile Device Support folder, and Paste it in there also.
Reboot and see if all is well
In case that your OS is Windows 7 (64 bit)
1. Open windows explorer, go to location C:\Program Files (x86)\Common Files\Apple\Apple Application Support
2. Copy file "SQLite3.dll"
3. Open new windows explorer, to to location C:\Program Files (x86)\Common Files\Apple\Mobile Device Support
4. Paste file "SQLite3.dll" to the location.
5. Reboot your computer, it should not display that message, it should be clear. -
When opening Windows 7 I'm receiving the following message The procedure entry point sqlite3_wal_checkpoint could not be located in the dynamic link library SQLite3.dll.......I have never rec'd this before............I have a iPhone and iPad...............How can this be corrected without interferring with the information on my computer? Tried to update iTunes. After downloading I get this message: Procedure entry point sqlite3_wal_checkpoint could not be located in dynamic link library SQLite3.dll ?? What does that mean?!

After an update, every time I start my computer (that uses 64-bit Windows 7), there is an AppleSyncNotifier.ex-Entry Point Not Found message, "the procedure entry point sqlite3_wal_checkpoint could not be located in the dynamic link library SQlite3.dll. I have checked and tried suggestions to resolve this from this site and several other places with no success. Appreciate advice how fix and resolve this

Whenever I boot my pc, which operates on windows 64 bit, I receive the erroer message: 'The procedure entry point sqlite3_wal_checkpoint could not be located in the dynamic link library SQlite3.dll'
This appears to be a common problem, can anyone provide me with a 'user friendly' solution please?Remove MobileMe if still present on your computer.

I am running Windows7 on my PVC. When I log in I'm getting two Apple error messages. One says, " The procedure entry point sqlite3_wal_checkpoint could not be located in the dynamic link library SQLite3.dll." The second says, "Apple Photostreams Uploader has stopped working". Help!
Entry point errors can often be fixed by deleting the offending dll, then repairing the component it is part of. If that doesn't help read on...

If the advice above doesn't resolve things you could try this alternate version:
iTunes 12.1.0.71 for Windows (64-bit - for older video cards) - itunes64setup.exe (2015-01-28)
which is a 64-bit installer for the 32-bit version of the core application, similar to previous 64-bit releases.
Or roll back to the previous build:
iTunes 12.0.1.26 for Windows (32-bit) - iTunesSetup.exe (2014-10-16)
iTunes 12.0.1.26 for Windows (64-bit) - iTunes64Setup.exe (2014-10-16)

I have searched my computer for that file SQlite3.dll and also file QTCF.dll and I cannot find either one when I search my whole computer for it. I cannot fix this! I deleted Itunes and every time I try to download it, it goes through all this download till the end when it says that iTunes.exe-entry point now found and that Procedure entry point message comes up. HELP! This is driving me crazy. How can I get itunes to work again when I can't find the danged .dll file to remove, move or rename!?!?!??

I just downloaded and installed the latest iTunes and Safari update. It required a reboot, and after the PC restarted I was greeted with this error message:

First time to ever see this one. I can only presume that it is a bug. But any help to correct the problem will be greatly appreciated.
TIAI received a note to do the regular Apple Software Update for iTunes, Quicktime and Safari, then I faced a big problem from that exact same messages, I could not sleep, and I could not go to work and I cannot make any phone calls.

I received a message that an update of QuickTime was available. I decided to update. Hi, After ZCM 10.3.3 update, I tried to update workstation agent. with bundle executing PreAgentPkg_AgentComplete.exe with option -q -v -k MyRegKey. I get error on workstation " Zenworks adaptive agent already exists ". Is there any way to push agent
