Processor's - Programmer's help needed

Question

Hi everyone, Since I didn't know where to add this message I decided to post it here because Mac Pro have the fastest processor's I've seen around computers.
Here is the thing, I would've gladly post this message in a Comments/Ideas Topic in hardware but I couldn't find any. (It would be great if Apple would make one so that they could look at people's ideas to make better PC's/processor's and maybe encourage a few who has great ideas by giving them a job in researching in Apple's greatest community).
Anyway here's my idea maybe it works maybe it doesn't, but it took me long enough to get to this conclusion:
What if processor's don't run like they should really do?
Ex.: Let's say I have an Intel Centrino Duo 2.0GHz, Hertz are Frequencies right?
If my processor has 2.0GHz than it has 2 billion Hertz frequencies in it right?
if the Hertz frequencies are all the same, then we can transfer information as like people do with the radio stations right?(Refreshment's Rate)
But 2 billions Hertz make a lot of frequencies, do you guys think it's possible that the computer doesn't know it really has 2 billions Hertz?
Let me explain where I want to go with what I've explained up there.
If it knew it, maybe we could run a program for each single Hertz/Frequency we have on the computer
Let's say: You have 2GB DDR2 Virtual Memory, and each single Byte in the 2GB DDR2 can be associated with a program that is running on the 2GHz processor's single Hertz, then we could have around 2 billions programs running at the same time right?
If the computer can only save the picture of the program on a specific frequency and keep it in mind in the 2GB DDR2 memory than it could run really fast and never lag right?
Like if 1 byte of the DDR2 Memory save a picture or a number for the picture of the program that is always streaming like it should on the Hertz frequency then it would require nearly nothing in the memory of the DDR2 Memory.
I've been looking for a lot of informations about Hertz and everything on computers, but I was wondering if it was possible to re-program a processor so it can know how many hertz it really has and everything I just said.
I have a lot of ideas for computer's technology, but I just don't know who to talk with to make my ideas come to life.

Thanks Bsic I'll try to explain it better.
Let's say computer is just an amount of pieces sending and receiving informations.
The space on that an information uses on the hard-drive/processor/video card/Virtual Memory, is at the base programmed by the constructor of the processor etc. in question.
One of my old friend told me there's some kind of memory that is going to be released in a few months, he told me it was like normal memory but with oil inside it.
He said researchers found a way to associate oil with virtual memory. But at the base, everything in computers is virtual.
So if we tell the processor that he has a part of his hertz that are used for radio frequencies who can continuously stream a program than we're already on something.
Would it be possible?
Time was invented by humans, processor's too and virtual memory also, we can modify what we create as we want, we just need to find the way to get there.
