Product Key Prompt - Unattended Install - Key supplied in windowsPE & specialize Passes

Question

Using 2 chained unattend.xml files:
Autounattend.xml - ProductKey specified in
windowsPE pass for image selection and specialize pass for activation setup
Reseal - Audit specified in oobeSystem pass
Reseal - OOBE specified at end of auditUser
Unattend.xml contains remaining
oobeSystem settings
All runs fine except for Product Key prompt in OOBE.

However, upon investigating various permutations, I found the installation behavior (with retail key) differs from the statement you make and the documentation you cite, as follows (assumes no user interaction desired and internet connection):
If the Product Key is not supplied at windowsPE, the installation fails. If it is supplied, then user is not prompted at Windows Welcome except...
After oobeSystem Reseal to Audit and subsequent Audit mode
Reseal (or Sysprep) to OOBE, the user
IS prompted for Product Key at Windows Welcome whether or not the key was supplied at
windowsPE pass only or at both windowsPE and
specialize passes. Note that the generalize pass was not used.
Please advise.
