PSE 12 crashes randomly and frequently

Question

OS: Win 8.1 x64. I downloaded PSE 12 trial (I currently use PSE 11 and it behaves the same). I created a new library (did not convert old one) and imported around 10,000 pictures. When trying to do almost anything in Organizer it sometimes crashes with this info:

I have the same problem on Win 764 pro using Photoshop Elements 12 and Premiere Elements 12.

Also Photoshop Elements Editor just disappears after intit with no error message. Same when trying to invoke from organizer. Tried to download/install 12.1 update for PE but hit the error code U44M1P2003.bug. Tried all suggestions with no help. All of these issues have been around quite a while and Adobe has done nothing but waste my time with unanswered questions and non productive chat sessions. Massive goat rope.
