PSE 13 trial install

Question

I am trying to install the PSE 13 trial and I get to the page that asked me for my Adobe ID sign in and it just has four blocks that blink in sequence.

Jeff A Wright. Unfortunately, no. I was given the chance of getting a transcript of the chat on my first two attempts (but not in the third, for some reason the check-box was not there), and I clicked on that, but the transcripts do not include the case number. I should have written it down, I guess. Here are the transcripts; they do not include my initial descriptions of the problem:

That's the end of transcript 1. I don't know why, but we were suddenly cut off. (And now I seem to be writing in green and don't see a way to change it. i also see now that this is only part of the transcript. There seems to be quite a bit of technical difficulty at Adobe, or at least in my communication with it!
Transcript 2: I wrote in great detail what my issue was before starting the chat, and just as I finished, the chat cut off and everything I typed was gone. I started over, with less detail, and made my frustration clear.

paul kinzer: I downloaded, from the Adobe website, PSE 13. Everything went fine, until I got to the page showing organize or edit options. I clicked on edit, and was told to sign in. I tried, entering my email and password, and it got stuck; a square of squares just kept spinning, all day long. I tried several times. The same thing happened when I tried earlier to download PSE 12. I had Downloaded PSE 11 without trouble a few days before, but found it did not have a feature I wanted.
paul kinzer: I downloaded trial versions. i own and use PSE 6.
Justin: As I understand, you are unable the Photoshop elements 13, right?
paul kinzer: yes, though some words seem to be missing.
Justin: And if so, is there any error on the screen?
paul kinzer: nope; just the spinning squares
Justin: Are you trying to download the trial version of Photoshop Elements 13?
paul kinzer: I HAVE downloaded it; just cannot get it to work. I already tried to deal with this in the forums, here: https://forums.adobe.com/message/6898982#6898982. The rep sent me here because he couldn't offer any useful help.

paul kinzer: Should I uninstall what's already there? and by 'clear cookies' do you mean turn off anything denying them, or just clear the ones in my computer right now?

paul kinzer: I also downloaded the Adobe installer assistant. should i keep that?
paul kinzer: I clear cookies every day, by the way.

None of the suggestions worked. I went back, was asked to describe, again, what the issue was, and this time it was suggested I clear my cookies. But in the end, I was told to come back to the forums because 'we at customer service are not trained technicians, and I'm sure one of our Technical Experts (he capitalized it) on the forums will quickly find a solution for you.
His suggestion did not work, either.
So I tried looking around the internet. Lots of folks have complaints about not being able to install Adobe products, and one reviewer of PSE 13 said they ended up figuring out by themselves to shut off anti-virus software, and then it loaded fine. They wondered why no one at Adobe had suggested this. I tried it. It didn't work. The same thing happens every single time: the download works perfectly; I get to the point where I need to sign in to Adobe to access the program. I enter my (valid) email address and password, and a square of squares starts spinning, and I cannot close it or get it to go away unless I re-start my laptop.
I would have given up by now, but I really want this software, and I cannot believe that one of the largest tech companies there is cannot figure this out and fix it!
