PSE10 will not open as default for jpg

Question

After installing PSE 10 it was working great.  So I uninstalled PSE 4.  The uninstall changed all my jpg files on my computer to pdf files.  Therefore, I reinstalled PSE 4 again and they went back to being listed as jpg files.
Now the problem begins.  If I attempt to open a jpg file by Open With: I see an icon for PSE4 among other programs but not PSE10.  So I browse to programs (X86)/Adobe/PSE10 which shows  a file folder PhotoShopElements Editor Application. When I click on that it opens the jpg in the PSE 4 program.  If I click on my desktop icon for PSE10, the program opens with no problem
I have attempted to reinstall the program.  It appears that I must first uninstall before I can reinstall.  However, I get an "Error 1316.1 network error occurred while attemtping to read from the file
c:/Windows/installer/adobe/photoshop elements 10.msi.  Any help is appreciated.

          Here is the full list of all the "File association" steps that I've seen proved useful before. There is no need to go beyond the step that solves the problem but all the "on your computer" & Microsoft checks are fine to do in any case - they would not do any harm even if there was no fault.
On your computer
Run both the Maintenance & Performance troubleshooters at Control panel, Troubleshooting. [this is just a cleanup operation prior to the more useful steps]
Control panel, Default programs, both Set your default programs and Associate a file type or protocol with a program
[IE check only] Internet explorer, Tools, Internet options, Programs - set Make default
