PSE8/Windows 7 - Permission Error

I have a few files that get the error "You don't have permission to open this file." when I try to open them with PSE8 Editor under Windows 7. I get the error even if I run PSE8 as an Administrator. The files I get the error on are in the same folder with other images that I can open just fine. My Windows 7 user is an admininstrator.
What do I need to do to open those files?

I live in the Mac world, and I sometimes get the same "You don't have permission" error message.
One way I solve that problem with an individual file is to click on the offending file, and type in a Command I.  The operating system then gives me information on the file.  I've attached a picture below of what shows up.  The very bottom of that picture shows the permissions for this particular file.  I've highlighted it with a red arrow.  By typing in the administrator's password, I then can change the permissions to allow myself to both read and write to this particular file.  If necessary, I can click on the "+" key I've pointed to with a red arrow.  That allows me to add a new name - myself - who has permission to both read and write to this file.
I also have utilities that can do the same thing, but they take much longer to run, because they insist on checking on the status of all the tens of thousands of files in my user folder.
This is how I solve the same problem in the Mac world.  But surely Windows has a similar feature that would allow you to check on - and change - the information for a particular file.
