Publication not working.

Question

Hi,
We are trying to publish a Crystal Report (2008) using BO XI R3.1 infoview. We have gone through all the server settings and everything seems to be right. However, the publication only works for Administrators and the test user with the necessary access levels. However, when the same access levels are applied to the actual user group we are getting an error which reads
"2010-08-10 13:50:58,690 ERROR [PublishingService:HandlerPool-115] BusinessObjects_PublicationAdminErrorLog_Instance_41213 - [Publication ID # 41213] - An exception was caught while scheduling the publication. (FBE60203)"
Some say we have to restart the servers and stuff, but my question how come the test user is able to publish and send out  the report, where as the actual user is not able to do it.
As it is popular with BO Please let me know if i have run into a wall which cannot be brought down.
I do not have any hope but It would be great if atleast this one gets answered.

These are the rights that got my publication to work,
content          Crystal Report            Download, Export, Print and Refresh
general         
Add, Copy, Delete (instances and Objects), Edit, Modify the rights users have to objects, Pause and Resume     Document Instances, Reschedule instances, Schedule Document to run, Scedule on behalf of other users, Schedule to destinations, View Document instances, View Objects.
